Human Resource Officer

 

Work location: Bangkok, Thailand.

 

Application deadline: 08 February 2022.

 

Job starts: As soon as possible after candidate selection.

 

Background:

Dreamlopments (DLP) is a non-profit development organization, registered in Thailand both as a Social Enterprise (2015) and a Foundation (2019). DLP is running two large projects of access to essential health care services for marginalized populations, i) the Migrant Fund (M-FUND), a low-cost, non-profit health access fund for migrants in Thailand, and ii) the C-FREE study of testing and treatment of HIV and viral hepatitis for people who use drugs in Thailand. The projects are supported by international donors and implemented in collaboration with multiple government and non-government partners.

DLP currently employs about 70 staffs and consultants. We are looking for an experienced and enthusiastic Human Resource Officer.

 

Job overview:

Under the Head of Organization Operations and the President, the Human Resource Officer (HRO) manages all aspects related to staff hiring, contracts, benefits, training, appraisals, as well as work permit/visa.

 

Main tasks and responsibilities:

Staff Recruitment

  • Is responsible for processes related to writing job vacancies/job descriptions, posting vacancies, screening job applicants, setting up interviews or conducting first interviews.

  • Obtain reference checks from job applicants.

  • Assist in preparing staff contracts.

  • Obtain necessary administrative documents and employment forms from new staff.

 

Staff Management and Support

  • Maintain in a highly organized manner, both electronically and in hard copies, up to date administrative documents and employment forms from all staff.

  • Manage staff benefits, including registration with Social Security, Provident Fund, and applicable complementary insurance or other benefit.

  • Lead the planning, conduct with supervisors, and filing of staff appraisals, including probation appraisals, yearly appraisals, or ad hoc appraisals.

  • Lead tracking and planning of staff contracts renewals, as applicable.

 

 

 

  • Manage or support processes of work permit and visa application and renewals for non-Thai staff.

  • Manage staff leave requests and use.

  • Handle recording and management of staff applicable overtime.

  • Initiate and lead activities of staff training/personal development.

 

HR Organization Tools.

  • Lead use of the HR management digital application, for staff profile, payrolls, pay slips, staff tax deductions and paperwork.

  • Prepare and update organizational charts.

  • Lead updates of DLP’s Human Resource policy, as applicable.

 

Other tasks

  • Participate in the organization/conduct of staff and partner meetings and trainings (e.g., developing agenda, inviting participants).

  • Participate in organizing staff travel, with the Procurement, Logistics and Administrative Officer, as well as with other staff.

  • Other tasks, as requested by the President or the HOO.

 

 

Qualifications required:

This position is for Thai nationals only.

  • Bachelor’s degree in Human Resource Management, Business Management Administration, or related subject.

  • A minimum of 3-5 years professional experience in a generalist Human Resource management position, at a similar level.

  • Knowledge and experience of the process for handling visa and work permits in Thailand.

  • Knowledge of the training & development NGO sector is desirable.

  • Proven experience in using digital HR information systems is desirable.

  • Well organized and detail oriented.

  • Excellent verbal and written communication and presentation skills, in both Thai and English.

  • Ability to plan and organize multiple simultaneous situations to meet agreed deadlines.

  • Good analytical and systematic thinking.

  • Ability to build strong relationships with staff at every level, influencing and persuading others when necessary.

  • Proficient use of Microsoft Office applications (Word, Excel and Power Point).

 

Working Environment: 

The position is based in the Bangkok DLP office, but may require some travel to and presence in project sites in Bangkok, Chiang Rai, Kanchanaburi, Tak, Sakaeo, Songkla and Narathiwat, as well as possibly other fields in the future.
