Good Neighbors is an international humanitarian development NGO founded in Korea in 1991, with a mission make the world a place without hunger, where people live together in harmony.  Good Neighbors has currently been working in 192 communities in 40 countries. Starting with Rwanda emergency response in 1994, Good Neighbors has been actively responding to various disaster and emergencies including Kobe earthquake in 1995, South Asia Tsunami in 2004, Haiti earthquake 2021, Typhoon Haiyan in 2013 and Nepal earthquake in 2015. Towards sustainable development goals, Good Neighbors believe in transforming communities to empower people both socially and economically marginalized to support them to better aware of their human rights and to become self-reliant. 


From being Good Neighbors to our communities, Good Neighbors have attained General Consultative Status with United Nations Economic and Social Council (UN ECOSOC) in 1996.  In recognition of valuable efforts in providing universal primary education over the world, Good Neighbors was awarded the Millennium Development Goals (MDG) Award by International Association of Economic and Social Councils and Similar Institution (AICESIS) in 2007.  In addition, we also work in cooperation with our partners including UN World Food Program (UN WFP), UN Refugee Agency (UNHCR), UN Development Programme (UNDP), UN Capital Development Fund (UNCDF) and other international aid agencies.

Project Overview:

Good Neighbors (Thailand) Foundation(GNTH) has pursued strategic targets set forth by our international office in poverty eradication: sustainable economic development by mobilizing community cooperatives and social enterprise; child protection by improving public awareness and strengthening social mechanisms; education by improving access to good quality education and infrastructure; health through prevention of malnutrition and improving access to good quality health services; WASH by supporting clean and secure water resource installing toilets; and stronger community governance by empower community networks such as Community Development Committees for active participation and ownership and sustainable development.

 

For education, in particular, Good Neighbors Thailand has put tremendous efforts on improving learning environment for ethnic minority students in the northern region of the country, in collaboration with the Office of the Basic Education Commission (OBEC) of the Ministry of Education at central and provincial level, school directors, and relevant stakeholders. The results of this collaborative and supportive approach have demonstrated benefits among 431 ethnic minority children across 14 network public schools.  Good Neighbors Thailand and its network organizations commits to do our best to address these challenges by adopting inclusive and innovative ideas, and creative programs so that we can empower and change the most marginalized communities.  However, recent emerging challenges like COVID-19, climate change impact, and technological innovation require us to rethink innovatively in term of our commitment towards achieving Thailand’s national development agenda and ultimately the Sustainable Develop Goals related to education sector.

 

In an era of accountability and financial pressures, GNTH realizes the importance of planning and programming process that cannot be overstated for an organization, and would like to conduct a thorough research to pinpoint key institutional challenges and make informed decisions about its mid long-term strategy (3 years: 2022-2024)

 

 

Position Overview:

Good Neighbors (Thailand) Foundation is looking for an External Consultant to conduct a thorough Research to Reshape Good Neighbors Thailand’s Education ProgramThe objectives of this research are to:

 

  • Understand overall situation of Thailand’s education sector including existing policies and regulations, interventions and gaps
  • Understand GNTH’s strengths and weaknesses, threats and opportunities
  • Understand new skills and innovations in education sector, their suitability and adaptability to Thailand’s education system
  • Ultimately identify strategic direction and implementation areas where GNTH must target to prepare education sector for crisis and pandemic under our mid long-term strategic period (3 years: 2022-2024)

 

During this assignment, the external consultant is expected to:

 

  • Develop a research design, report structure and timeline outlining the proposed methodology including research questions and final report structure, pay attention to a result-based approach, GN’s Global Development Goals, Thailand’s national development agenda, and UN’s Sustainable Development Goals.
  • Conduct literary review, interview key informants and relevant stakeholders (including NGOs, CSOs, government agencies, and individuals), and schools or relevant institutes in 5 regions)
  • Produce reports in English covering objectives and information mentioned in this scope of work, including attachments of information for better understanding of the reporting content.
  • Conduct virtual meetings/workshops with relevant stakeholders to gather information and recommendations
  • Develop strategic direction and implementation areas where GNTH must target to improve education quality and prepare education sector for future crisis and pandemic under our mid long-term strategic period (3 years: 2022-2024)

 

The external consultant shall be responsible to identifying appropriate target provinces namely Chiang Rai province, the current GNTH’s implementing areas and other provinces across the country, key actors, relevant stakeholders.  Please see the table of deliverables for more details.

 

Due to the resurgence of COVID-19 and in the event that face-to-face research may not be possible, the research team will be requested to prepare alternative data collection methods with support from the Good Neighbors Thailand and implementing partners i.e. remote data collection, interviews and online surveys.  The methodology used in approaching relevant stakeholders for data collection and discussions must be thoroughly considered and agreed prior to research commencement.  The external consultant is expected to discuss the research methodology, foreseen challenges, and critical issues with GNTH and implementing partners to create clear understanding on an overall approach and work plan prior to their application, and how to address fore seen challenges and critical issues.

 

 

Deliverables:

 

This research is expected to be undertaken within 90 days. This timeframe includes both conducting fieldwork and writing the reports.

This report shall contain at least an executive summary, background information, evaluation methodology and process, findings such as existing policies and regulations, interventions and gaps, GNTH’s strengths and weaknesses, threats and opportunities, strategic direction and implementation areas, skills and innovations that are suitable and adaptable to prepare education sector for future crisis and pandemic.

 

 

Required qualifications:

  1. Masters’ degree in social sciences, education, human development, and other areas relevant to our organization’s global development goals.
  2. Professional experiences on conducting qualitative and quantitative research in the area related to crisis impact in quality education and strategic direction setting
  3. Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner
  4. Ability to work independently and meet tight deadlines
  5. Excellent speaking and writing skills in Thai and English language are required. 
  6. Thai individual consultant or consultancy company who possess the required qualifications can apply. 

 

 

Applicants must submit:

  • Expression of interest: stating candidate skills and experiences suitable for the consultancy

(max. 1 page)

  • Technical and financial proposal: Outline of research framework and methods, proposed timeframe, work plan and budget (max 4 pages; applications over limit will be automatically excluded).
  • Curriculum vitae of proposed individual or company’s team members
  • Provide at least 2 research samples in English led by the lead consultant on the assignment

 

 

Budget plan:

The external consultant must propose a reasonable lumpsum fee for this assignment.  During this COVID-19 period, it is advised that the external consultant shall use virtual tools for organizing meetings and interviews with relevant stakeholders as many as possible.  No travel to the project site is recommended.  In case, the travel is a must.  GNTH’s travel policy shall be applied accordingly. 

 

During this assignment, the external consultant shall be paid three instalments as followed:

1st payment:  30% of agreed lumpsum shall be paid upon signing a consultancy agreement

2nd payment: 40% shall be paid when the draft report is submitted and accepted, and

the last payment:  30% shall be paid when the final report is submitted and accepted
