Adventist Development and Relief Agency (ADRA) is a humanitarian organization delivering relief and assistance to people in need across Thailand. With a physical presence in six provinces, our work focuses on areas such as human trafficking, human rights, education, livelihoods and health.  ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible actions.


In September 2015, UNHCR partnered with ADRA to launch the Statelessness Reduction and Community Sensitization Project, which aimed at assisting populations with high prevalence of statelessness in applying for nationality, permanent residency, registering in the national civil registration system, completing birth registration procedures, and related processes in order to obtain the issuance of civil status documents.


This collaboration with ADRA will continue under the Statelessness Reduction and Community Sensitization Project in 2022 in Chiang Rai, which hosts the second largest stateless population in Thailand.  The project activities will be conducted across 29 schools and 45 communities throughout three districts in Chiang Rai, namely Mae Fah Luang, Mae Chan, and Mae Sai and will benefit a wide cross-section of those stateless/at risk of statelessness in Chiang Rai.


ADRA Thailand is seeking an experienced and competent consultant or firm to carry out a study on barriers towards permanent residency for stateless elderly.


Purpose and objectives of the study


The overall purpose of the study on barriers towards permanent residency for statelessness elderly is to conduct a comprehensive assessment of the legal, policy and administrative frameworks as well as the processes/practices impacting on access to nationality and legal status for stateless elderly in Thailand with the goal to identify causes, administrative/legal bottlenecks and other challenges towards attaining permanent residency particularly by elderly stateless individual. It is anticipated that a report will be published resulting from the study with recommendation of measures or actions necessary to reduce elderly stateless in Thailand.


The study objectives


  • Explore and enhance understanding of root causes and complexity of the permanent residency issue

  • Gaps in the legislative, policy and administrative frameworks that may obscure person to secure permanent residency status

  • Analysis of existing mechanisms to reduce elderly stateless and statelessness

  • Permanent residency or any measures/ procedures in place to address protracted situation of stateless

  • Identify and document discrepancy between law and practices on permanent residency

  • Mapping of stakeholders, including identification of actors involved in reduction and protection of stateless elderly

  • Provide the programmatic, policy and legislative recommendations to ensure stateless elderly to access nationality and legal status



Expected Deliverables


  • Inception report and detailed work plan

  • Final Report on the results/findings of the assessment and recommendations in English or Thai


Required Skills and Experience



The consultant should possess the following expertise and qualifications


Experience and required skills:

Bachelor Degree in relevant field such as political science, law,

At least 5 years of experience

Able to demonstrate and understanding of stateless issues in the context of Thailand



Excellent command of Thai. Additional local language and English will be a bonus.


Price proposal and schedule of payments

Consultant must send a financial proposal based on lump sum amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fees and any other applicable cost to be incurred by the consultant in completing the assignment.


The contract price will be fixed output-based price regardless of extension of the specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation method criteria:

All candidates will be evaluated based on the a) technical proposal which is to include the methodology, approach and implementation plan, b) relevant experience and qualification, and c) financial proposal
