CONTEXT

 

IECD is a not-for-profit organization established in 1988 and is mainly acting in the field of international solidarity. The organization is focusing on socioeconomic development programs in partnership with local institutions around the world. IECD is active in the fields of vocational training and social integration, support to micro and small entrepreneurs and promotion of education and health for vulnerable people. Since 1992, IECD has created and assisted 21 hospitality and catering vocational training centers across 13 countries.

 

Present in Thailand since 2004, the IECD joined forces in 2010 with the Tak Border Child Assistance Foundation (TBCAF) to launch a global training project including the construction of a hospitality school that trains underprivileged young Thai people from isolated rural communities in the trades of basic hospitality: the Hospitality and Catering Training Centre (HCTC).

 

The school offers a 2-year training including weekly practical training at the restaurant The Passport and a long 6-month professional internship before graduation; the school has 58 permanent students (32 first year and 26 second year). Since 2018, additional 3-month short courses have been opened to train refugees and migrants from Myanmar, while the school also hosts train the trainer (ToT) activities for members of the 15 hospitality schools in the ASSET H&C network across 5 countries in SouthEast Asia: Laos, Vietnam, Cambodia, Myanmar and Thailand. A restaurant, a kitchen and a hotel fully-equipped allows the students to train to real professional conditions.

The School Director currently works in supervision of a team of 14 staff including 5 HCTC alumni (local staff). The local team includes an accounting and Admin department, an Education Manager and their team composed of a center coordinator and a  logistician-driver, an External Relations Manager and teachers for the technical areas of hospitality (service, kitchen, front office and housekeeping), English and life-skills.

MISSION

 

The Senior Education Coordinator (SEC) is in charge of all Pedagogical subjects & Safeguarding within the school. He/she must ensure the quality of the training provided in the vocational centre, student academic assessment and teaching quality monitoring on a regular basis; He/she must constantly endeavour to maintain and improve students’ academic level and welfare. In addition, he/she works in direct tandem with the current Education Manager and their team (the Center Coordinator and Logistics Assistant) on site and manages the relationship with external Speakers and trainers. In the longer term, he/she could oversee the recruitment of new intake of students each year and increase her/his responsibilities within the school. We are looking for someone who has the commitment and motivation to grow as part of a team and increase their leadership.

 

Key Responsibilities will include:

 

• Accountable for the smooth running of Pedagogy and Academic life during the 2 years of the programme (teaching schedule, training schedule, exam planning) and for the quality of the training (Teachers' evaluation and feedback, ToT, other training)

• Works closely with the Education Manager in designing rules and regulations for student discipline (supporting the Center coordinator in the implementation), for ensuring the quality of the training (Teachers' evaluation and feedback, ToT, other training)

• In charge of all matters relating to student’s welfare (Implementation of a personal development framework in collaboration with IECD)

• If need be, support the External Relations Manager in the planning and coordination of internship for student

 

Project management

 

Act as part of the Steering committee, be part of the decisions making for the overall project

• Contribute to the preparation of the team weekly meeting on a weekly basis

• Contribute to the master planning of the HCTC annual schedule in support of the Director

• Play a role in the development and training of the team (design training plan for junior employees and key people in the organization)

• Coordinate with the Communication coordinator for posting weekly updates on the HCTC social media channels (FB & others).

 

Education

 

  • Improving teaching quality at the school through implementing the competency-based curriculum, the continuous evaluation of pedagogy (through planned student evaluation cycles, class council, academic debrief, class observation), and teacher training reinforcement.
  • Work closely with the IECD Regional Pedagogy coordinator to implement pedagogical best practices amongst HCTC teachers and create a long-term pedagogical working group locally.
  • Ensure close relations with the Technical College of Mae Sot where HCTC students study through an MOU agreement with the government school, which offers an officially recognised diploma.
  • Closely works with the Education Manager and the Center Coordinator in ensuring a safe and stable learning environment including a well-managed academic schedule, school life schedule (cleaning, maintenance, extracurricular activities).
  • Ensure that student behaviour is supervised continuously, according to the school rules and regulations, being directly involved in student disciplinary meetings.
  • Supports the Education Manager and the Centre coordinator in organizing student representative elections, coordinate discussion cycles with the director - with the support of the HCTC center coordinator
  • Coordinate with guest speakers and trainers (including budgeting if required)

 

Student welfare and Safety

 

  • In charge of all matters relating to student’s personal development (Implementation of a personal development framework in collaboration with IECD)
  • Share concerns regarding students in the management meeting and manage the student warnings with the management committee
  • Work closely with the Child Protection Officer and the Education Manager to implement a Child Protection and Safeguarding plan at the school (safety, health, abuse prevention) ensuring that essential security and safeguarding training are delivered each year to both the students and the staff (fire, health emergency…) and sensitize them.
  • Ensure that all new instructors or pedagogical experts read and sign the IECD x HCTC Safeguarding Code of conduct.

 

PROFILE

 

Education: Bachelor Degree in Education / Psychology / Social welfare or related fields. A master’s degree is an advantage.

 

Languages: Fluent in Thai and professional English (spoken and written). Burmese language would be a plus.

 

Experience: At least 2-3 years of working experience in Education: as a teacher/instructor or as a Project Coordinator in an Education-related environment (school/university or NGO).

 

Required skills:

- Ability to lead teams: support, unite and train

- Excellent interpersonal skills to ensure representation to various partners (local authorities, institutional and professional partners, etc.)

- Project management skills: operational monitoring and impact measurement

- Familiar with multicultural working environment

- Ability to demonstrate fair and consistent behavior towards students

- Good writing skills

- At ease in MS Office and Excel (mandatory).

 

Strong personal project and commitment:

- Ability to commit for a mid to long-term to the project to create continuity and build up sustainable relationships with the local staff and local actors (a few years)

- Strong communication skills, open-minded, ability to listen and patience

- Strong moral qualities: honesty, humility and respect

- Neutrality and acceptance of diversity (not promoting any specific religious or political message)

- Diplomacy and ability to adjust your communication to different contexts and situations

CONDITIONS

 

Status: local contract under the Tak Border Assistance Foundation (TBCAF)

 

Under the supervision of: the Director of the Hospitality and Catering Training Center (HCTC)

 

In close collaboration with: the IECD team of the Education, Vocational training and Youth Employability Administrative teams, based in Paris.

 

Starting date and duration: January 2022 for 2 years minimum, with possible extension

 

Localization: Mae Sot, Thailand

 

Compensation package:

- Compensation commensurates with experience

- Medical insurance and social security pack (sickness, accident and complementary health insurance)

- Paid vacation: 2 days off per week; 12 days of local holidays per year; 2 weeks off for Songkran and 1 week off for the Christmas week (not inclusive of all bank holidays in Thailand).
