RECOFTC is inviting applications for the position of Program Management
Coordinator, RECOFTC Thailand. The successful applicant will be working at
RECOFTC Thailand office in Bangkok. The contract duration is for 24 months,
with a possibility of extension subject to funding availability and satisfactory
performance.


Specific tasks and duties
The Program Management Coordinator is an important member of the Thailand
Office team and reports directly to the Country Director, RECOFTC Thailand. The
Coordinator leads on developing a system to support effective project
management and coordination and works closely with project teams on
implementation, monitoring, evaluation and learning. The Coordinator works in
collaboration with the Monitoring, Evaluation and Learning (MEL) and Business
Development sub-units at the main office in Bangkok to ensure that country
program management synergizes well with and contributes to meeting RECOFTC’s strategic goals.

Specific task and duties include:
Program and project management (50%)
■ Coordinate with the RECOFTC main office on operations, business
development, partnership, knowledge management and strategic
communications
■ Use grant tracker to monitor project database management, including
contractual information, payment and report schedule, and ensure that
the information is regularly updated and shared within the team
■ Review budgets for different projects and ensure that project funds are
spent effectively and on a timely manner
■ Monitor RECOFTC Thailand staff time to ensure that staff time spending
meets the set target
■ Support country report writing, project narrative report review processes,
and financial reporting by the project teams
■ Prepare and review contracts, service agreements and terms of reference
for hiring consultants for program and project delivery
■ Provide timely country updates in program coordination meetings,
RECOFTC annual planning and program review events
■ Manage thematic or strategic goal coordination in order to drive the works
within RECOFTC Thailand Office
■ Ensure social inclusion and gender equity are integrated into RECOFTC
Thailand program and project
Monitoring, evaluation and learning (MEL) (30%)
■ Work with RECOFTC’s main office MEL team to develop MEL system and
work plans for RECOFTC Thailand, integrating the office’s projects across
REOCFTC’s four strategic goals
■ Support the Director of RECOFTC Thailand in developing, monitoring and
evaluating annual work plan
■ Support the team with baseline data collection, landscape factsheet and
analytical tools for program and projects use based on logical framework
and project indicators
■ Coordinate with the team to collect MEL information according to the work
plan and analyse the information to support the team in planning and
tracking progress of project and program activities
■ Coordinate data entry into RECOFTC MEL system and analysis of the data
for progress reporting
■ Provide technical support to the team on MEL to ensure that RECOFTC
Thailand delivers planned MEL outputs effectively
■ Identify and work with the team to develop outcome report and learning
document
■ Develop and manage RECOFTC Thailand participants’ database,
community forest database and analyze the collected information
■ Conduct training on impact evaluation to measure training results
Fundraising and private sector engagement (20%)
■ Support the RECOFTC Thailand Director in developing fundraising and
resource mobilization plan in close coordination with business
development officer based at main office, and develop and execute work
plan for achieving the country fundraising targets
■ Contribute to drafting project proposals for seeking funding support from
various donors including the private sector
■ Assist in the identification of fundraising opportunities, for example for
capacity development services or technical consultants to support
RECOFTC’s income generation plan and targets for RECOFTC Thailand
■ Coordinate with the RECOFTC Thailand team members and RECOFTC main
office business development team to organize fundraising events and
maintain partnerships with various private sector actors interested in
collaborating with RECOFTC
■ Perform other tasks as assigned by the RECOFTC Thailand Director
Qualifications and experience


The Program Management Coordinator will have the following essential
qualifications and experience:
Essential
■ Bachelor in Natural resource Management, Business Administration, Social
Sciences or equivalent
■ At least eight years of experience in project or program management,
especially in the field of development or natural resource management
■ Proven track record of work experience on monitoring, evaluation and
learning
■ Experience in developing project proposals and donor reports
■ Good understanding of fundraising and private sector engagement
■ Good understanding of project financial management
■ Proven ability to write in a clear and concise manner and to communicate
effectively
■ Sound knowledge of Microsoft Office and database management
applications
■ Strong team building and people skills
■ Effective multitasking and time management skills
■ Fluent written and spoken English and Thai
■ Willingness to travel frequently within the country
■ Thai national only
Desirable
• Strong writing skill in Thai and English for MEL and report writing
• Ability to mentor and share for supporting team members’ and
partners’ capacity to grow within their area of responsibility
• Understanding and willingness to promote social inclusion and gender
equity
