Title: Consultant to Create Self-Directed Learning Content

Winrock International is currently seeking proposals from qualified firms and/or individual consultants to convert existing materials into self-directed learning content while creating new content as needed.

 

Background

 

With the intention to inform migrant workers and stakeholders about safe practices that mitigate human trafficking and to identify situations that put individuals at-risk of human trafficking, USAID Thailand CTIP project, led by Winrock International, is creating learning content to empower individuals.

 

The USAID Thailand project created content and/or defined courses to inform six audience groups (migrants, Thai survivors, NGOs, government agencies, private sector firms, and Thai public). The existing content is primarily written in a format intended to guide facilitators in presenting this critical information to the audience groups. The USAID Thailand project seeks to convert this content into self-directed learning content that can be uploaded to an online learning platform and accessed directly by individuals from the six audience groups. Three learning modules were identified for each audience group (an estimated18 learning modules overall).

 

Objectives

Winrock International is looking for a consultant to convert existing learning content and/or generate new content related to counter-human trafficking with the objectives to:

  • Identify the essential content to be conveyed in each of the modules for each audience group; and

  • Create and/or format content that can be uploaded to a learning platform.

 

Responsibilities

The consultant will review the desired outcomes for the estimated 18 modules that have been identified. The consultant will then review existing content located on the Thailand Migrant Resource Toolkit website located at https://freedomcollaborative.org/thailand-toolkit and from other source documents to be shared by USAID Thailand CTIP project. The consultant will identify external resource materials for any information gaps not available on project resource materials.

 

Based on the desired module outcomes and the selected content, the consultant will create content for each of the modules. Content includes but not limited to learning information and quizzes. Learning information can be presented in PowerPoint slides, Word documents, infographics animation, or video. Quizzes will primarily be multiple choice.

Payment and Payment Schedule

Payment will be made upon timely submission of satisfactory deliverables per agreed work plan, and approval of the contractor’s supervisor. The payment will be made in three tranches after all the deliverables have been met.


 

The payment schedule is subject to negotiation between Winrock and the selected Consultant.

The proposed payment schedule for the review is as follows:

  • 20% upon approval of workplan

  • 30% upon Winrock’s approval of content outline

  • 50% upon final approval of all submitted content

 

Qualifications

The consultant should meet the following minimum requirements:

  • Demonstrated experience working in the counter-trafficking sector;

  • Experience creating training materials whether in-person or self-directed;

  • Strong design and analytical skills with a proven ability to produce concise, focused, and clear content;

  • Proven ability to work independently to produce high-quality deliverables under tight deadlines;

  • Advanced degree in a relevant field or a combination of bachelor’s degree with minimum two years of work experience;

  • Excellent interpersonal communication skills in Thai, including reading and writing;

  • Respectful and professional, particularly when working with diverse cultures and populations, and on sensitive topics; and

  • Proficiency in written English.

 

Proposal Submission

Interested firms and individual consultants should submit technical proposals as separate files. All documents related to this assignment should be in English and submitted in .PDF format. Proposals must be submitted electronically, with all pieces of the proposal labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (not including annexes), single spaced, Time New Roman Font 11.

 

The technical proposal should include the following components:

  1. Cover page

  2. CV or organizational profile & institutional capacity: The applicant must present in narrative format a description of:

  • Company/individual profile (supplemental material can be placed in an annex);

  • Organizational/individual capacity to conduct the scope of work, as well as relevant experience (include 1-3 examples of English reports from similar studies/assignments in the annex);

  • CVs for all proposed team members (included as an annex); and

  • Names and contact information for three references who can provide evidence of the candidate’s experience performing similar tasks on related assignments.

  1. Technical proposal: The applicant should describe in the technical proposal their approach and methodology for conducting the tasks listed above. A detailed workplan including activities, timeframes, staffing, and resources should be included in the technical portion of the proposal.

  2. Timeline: Include an illustrative Gantt (or similar) chart that outlines activities and sub-tasks, responsible parties, and a timeline for completion.
