VACANCY ANNOUNCEMENT
PROGRAMME OFFICER, ASIA PACIFIC REFUGEE RIGHTS NETWORK
The Asia Pacific Refugee Rights Network (APRRN) is seeking an energetic and dedicated person to join our programme team as Programme Officer. The ideal candidate will be passionate about advancing the rights of refugees and other people in need of protection, and will be equipped with a strong sense of social justice, excellent programme development and oversight skills, an interest in learning, a creative approach to problem solving, and a willingness to actively support the collaborative efforts of our diverse membership. The Secretariat works as a team of independently driven people and expects the Programme Officer maintain excellent teamwork, programme development and advocacy, and communication skills, while being independently motivated, with a strong work ethic.
ASIA PACIFIC REFUGEE RIGHTS NETWORK (APRRN)
APRRN is a network of more than 200 active civil society organisations and individuals from 38 countries, committed to advancing the rights of refugees in the Asia Pacific region. The network is supported by a secretariat, based in Bangkok. APRRN's activities are structured into key areas of information sharing, mutual capacity building, and joint advocacy.
Our members are diverse. They include service providers, human rights advocacy groups, research institutions, law firms providing pro-bono legal aid, refugee community-based organisations, refugees themselves, and dedicated individuals. Almost all APRRN members are working in their specific local contexts, advocating for advancing policy and practice to ensure and protect the rights of people in need of protection.
APRRN’s vision for the Asia Pacific region is one in which all people affected by displacement and statelessness have meaningful access to assistance and protection, and to timely durable solutions as needed. Our goal is to work towards a future in which refugee communities, civil society, States, UNHCR, and other actors collaborate effectively towards the common purpose of protection.
The position is based in Thailand or Malaysia. The Programme Officer reports to the Programme Coordinator.
APRRN is looking for applicant who is able to commit for one year.

KEY ACCOUNTABILITIES
Advocacy on Access to Work
Proactively advocate for the expansion of access to work for refugees in Malaysia and Thailand, in collaboration with local partners, including refugees.
In coordination with the Coalition for the Rights of Refugees and Stateless Persons (CRSP) and other APRRN members, monitor the implementation of the Thai National Screening Mechanism (NSM), and work to ensure that the NSM accords with international human rights standards.
Support the development and maintenance of an online portal of information on the National Screening Mechanism, in collaboration with a local partner organisation.
Where relevant, liaise with external partners and other stakeholders to advance APRRN’s goals and strategy.
Conduct and support monitoring and evaluation of activities related to this grant.
Maintain accurate and up-to-date records for reporting.
Programme Development and Advocacy
Provide coordination support to the geographic and thematic APRRN Working Groups, acting as a dedicated Secretariat focal point for several of these groups.
Consult with APRRN membership on relevant thematic issues and provide relevant information to the Secretary General and Programme Coordinator to assist in programme planning, advocacy, proposal writing, reporting, and communications.
Assist in the development of new funding opportunities and drafting proposals, as needed.
Coordinate the development of common advocacy positions and interventions on key issues in the region for joint advocacy, including support in drafting statements, briefings, joint letters, and other documents.
Support the development of capacity strengthening projects in consultation with the APRRN network on national and regional levels.
Support, supervise and deliver donor-funded projects, often in partnership with member organizations.
Develop budgets for project costs and program expenditures and working with senior Secretariat staff, maintain and ensure adherence to project budgets.
Promote information-sharing within APRRN.
Represent APRRN at select national and international fora and before a variety of stakeholders, including civil society actors, diplomatic missions, international agencies, and academic institutions.
Communicate with funders regarding all aspects of project delivery including securing needed amendments.
Communications, Budgeting, and Finance
Provide accurate and timely budgeting and reporting on expenditures for activities under the Programme Officer’s responsibility in accordance with financial procedures and in consultation with the Secretary General, the Programme Coordinator, and the Finance Manager.
Support with financial and narrative reports for donors, as needed.
Support the maintenance of APRRN’s website and external communications.
KEY SELECTION CRITERIA
Education:
Bachelor’s degree or higher, preferably in international relations, law, politics, development or social science disciplines.
Some formal training in refugee rights and human rights is strongly preferred.
Good understanding of overall socio-political situation as well as human rights situation in the Asia Pacific region.
Experience:
Minimum 5 years work experience in promoting and protecting the human rights of forced migrants (refugees, internally displaced persons and/or stateless persons) and/or providing humanitarian assistance to these populations, preferably both at the national level in the Asia Pacific region and in regional/international contexts.
Demonstrated experience organising workshops, trainings, consultations, and other meetings (including conceptualisation and logistics).
Experience consulting with multiple partners/stakeholders in different geographic contexts in order to design and implement coordinated activities.
Experience working closely with national NGOs and community-based organisations focusing on the rights of refugees and other forced migrants.
Experience coordinating advocacy positions at national and regional levels (Experience in or solid knowledge of Southeast Asia and engaging with ASEAN mechanisms will be an asset).
Personal experience of forced displacement is an asset.
Experience in writing funding proposals, reports, and project budgets is preferred.
Good understanding of the work and history of APRRN and its members is an asset.
Skills:
Fluent in oral and written English, preferably also fluent in Thai or Malay.
Excellent coordination and project management skills.
Ability to meet deadlines and deliver on responsibilities.
Ability to multi-task and set priorities while managing competing deadlines.
Diplomatic and able to maintain good relations with APRRN members and other stakeholders.
Ability to work independently with limited supervision and high self-motivation.
Good team player
Communication skills: Ability to manage social media platforms and Google products. Ability to manage and upload website content is an asset.
IT skills: Microsoft Office, Adobe products, social media
