Background/IRC Summary:


The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.


Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and smaller but growing number of refugees seeking protection in Thailand. Anticipating a potential large-scale influx of affected into Thailand this year, the IRC Thailand is preparing to expand and enhance its emergency protection services to put in place necessary internal mechanism and coordination at provincial and national level to address emerging need of affected people.


Job Overview/Summary:


The IRC Thailand Emergency Protection Response design to be adapt to context and change of need of affected population, one of key result of the response is to provide useful and verified information to affected population in holding areas and other areas of displacement. Senior Responsive Information Services Officer will be based at IRC’s office in Maesot, under supervision of Senior Emergency Protection Manager and technical support by LAC coordinator and Deputy Coordinator of protection mainstreaming Senior Responsive Information Services Officer will serve as key person to implement responsive information services activities to helping the affected populations to know their rights and to access different types of Protection, Health, and WASH services with accurate and timely information

during emergency.


Major Responsibilities:


1.Program implementation

1.1 Coordinate with Senior Emergency Protection Manager and other team members to develop workplan, tools and materials for responsive information in accordance with humanitarian principle for emergency response activities

1.2 Conduct activities for information help desk in with internal and external relevant agencies in the SOPs areas.

1.3 Coordinate with Senior Emergency Protection Officer and Senior WPE Emergency officer for providing emergency response information during dissemination on protection hygiene kits and /or dignity kits.

1.4 Support partners to develop information response activity plan.

1.5 Technical support to partners and volunteers on responsive information activities.

1.6 Manage responsive information data collection, data entry and data reporting in coordination with M&E

1.7 In coordination with M&E provide technical support and monitor data collection and data reporting to partners and volunteers.

1.8 Regular evaluate / assess information needs and update information package by coordination closely with relevant team members and other agencies.

2.1 Support Senior Emergency Protection Manager to develop program report related to donor requirement and program requirement.

2.2 Responsible to monitor spending related to responsive information services activities are on track and timely inform Senior Emergency Protection Management for budget adjustment need.

Position directly supervises: NA

Direct Technical support: Deputy Coordinator of Protection mainstreaming, Senior Training Officer

Overall technical support: LAC Coordinator

Indirect Reporting: Deputy Coordinator of Protection mainstreaming, Senior Training Officer, LAC Coordinator, Livelihood and Protection Coordinator and Senior WPE Managers Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Internal: Emergency Coordinator, Senior Health Coordinator, Health Emergency Coordinator

External: National Protection Coordination Focal Point, Provincial Protection Sector Working Group Focal Point


Job Requirements:

1. A University degree in a relevant field (such as: communication anthropology, media and mass communication, communication art, journalist and etc.)

2. Proven experience in working in protection program, protection in emergency is preferable.

3. Proven experience in working for training/information sharing

4. Good Communication skill and facilitation skill with ability to perform offline and online information dissemination and training.

5. Proven experience on design and develop training tool and materials including developing IEC materials

6. Develop and encourage new and innovative idea and solutions relate with responsive information.

7. Able to communicate effectively in spoken and written English skills and plus Karen and/or Burmese.

8. Highly organized, flexible, and adaptable to changing priorities and able to work well under deadlines with minimum supervision.

9. Willing to travel field areas.

10. Excellent interpersonal skills, including the ability to work effectively with partners and colleagues in a cross-cultural, multi-disciplinary environment.

11. Understanding of basic office skill including Microsoft Word, excel, PowerPoint and familiarity in using online communication application such as Microsoft Team, Zoom.


Working Environment: This position is based in the IRC office in Maesot, with extensive travel to other filed sites.
