4 open vacancies for COVID-19 epidemiology data at Ministry of Public Health


Project Description:

An effective national response to COVID-19 requires collective efforts by the global community, multi-sectoral coordination at the national level, development partners, and other entities. The Meeting Targets and Maintaining Epidemic Control (EpiC) consortium is well positioned to support the Royal Thai Government (RTG), community partners, and the U.S. Agency for International Development (USAID) to mitigate the impact of COVID-19. This provides support to strengthen the Thailand Ministry of Public Health (MOPH), provincial, and community capacity to reduce the transmission of COVID-19 and mitigate its impacts on morbidity and mortality. Its objectives are (1) to accelerate widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations (2) to reduce morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats.
 

We have four open positions at the Ministry of Public Health, as listed below.
1. Project Coordinator (based at the Coordinating Unit for One Health)
2. Project Coordinator (based at Division of Epidemiology)
3. IT Officer
4. Data System Administrator

 

1. Job Summary for Project Coordinator (based at the Coordinating Unit for One Health) :

The Project Coordinator position (based at the Coordinating Unit for One Health, Ministry of Public Health) is responsible for coordination with CRRT team and the vaccination units for Bangkok and vicinities area, as well as other multi sectoral key partners in the network. Also, this position is responsible for project reports and forms, meetings and activities and other administrative tasks.

Key Responsibilities:

  • Coordinate with the vaccination units in Bangkok and vicinities for distribution of vaccination equipment and supplies as well as for accessing and receiving vaccination service
  • Coordinate with CRRT team for Bangkok and vicinities area
  • Coordinate with the government agencies which are the key partners under the project and also with other government agencies, private sector, civil societies, and international organizations in the network
  • Develop, collect and collate all important documents such as meeting reports, and project reports and forms
  • Responsible for administrative works and logistics for the monthly in-person and online meetings, taking minutes and making the meeting summary reports
  • Provide the follow up on the progress of activities as well as budget with the relevant agencies as provided in the project workplan
  • Summarize the work progress in overall with the strict confidentiality
  • Other duties related to COVID-19 as assigned

Expertise and Complexity :

  • Coordinating, managing, reporting skills
  • Knowledge of COVID-19 epidemiology data, especially vaccination services
  • Experience on the coordination among several government agencies or public organizations and other key stakeholders
  • Experience on project workplan & budget management.   
  • Be able to work under the pressure within time constraints in the context of multisectoral coordination

Type and Nature of Contracts :

  • Work station is based at the Coordinating Unit for one Health, Division of General Communicable Diseases, Ministry of Public Health
  • Routine coordination between FHI 360 staff and team of the Coordinating Unit for one Health

Working Conditions and Physical Requirements :

Usual office working conditions, as well as working from home conditions; ability to travel domestically

Education and Experioences :

BS/BA or MS/MA in Public Health, Public Administration, Social Administration, or related field, and at least 3 years relevant experience with government agencies or public organizations and field experience especially in the field of public health or social development.


 

2. Job Summary for Project Coordinator (based at Division of Epidemiology) :

The Project Coordinator position (based at Division of Epidemiology) is responsible for coordination with the regional expert committee on Adverse Event Following Immunization (AEFI) secretariat for meeting results, data management, reporting other relevant administrative tasks.

Key Responsibilities:

  • Coordinate and follow up the meeting results with the regional expert committee on Adverse Event Following Immunization (AEFI) secretariat
  • Collect data/information of the regional AEFI expert meetings, check the correctness and accuracy, and also manage its database
  • Collate, analyze and summarize monthly report of the regional AEFI expert committee review
  • Coordinate with the secretariat of the regional expert committee on Adverse Event Following Immunization (AEFI) regarding the meeting minutes and relevant documents for reimbursement     
  • Other duties related to COVID-19 as assigned

Expertise and Complexity :

  • Coordinating, managing, reporting skills
  • Knowledge of COVID-19 epidemiology data, especially AEFI
  • Experience on the coordination among several government agencies or public organizations.
  • Experience on data collection, correction, analysis and summary.   
  • Be able to work under the pressure within time constraints in the context of multisectoral coordination

3. Job Summary for IT Officer :

The IT Officer position is responsible for IT’s activities, services and systems of Division of Epidemiology such as network system, server system, data security and safety. Also, this position will provide technical expertise for related problem solutions, capacity building site visits, and video conferences.

Key Responsibilities:

  • Administer, improve, analyze, monitor, and prevent the Network System of Division of Epidemiology from internal and external cyber attacks
  • Install, administer, and solve the problems relating to Server Systems such as Intranet Serve, Web Server, Firewall, File Server, FTP Server, Database Server, which are the data system and storage of Division of Epidemiology and the Situation Awareness Team (SAT).
  • Install, administer, and solve the problems as well as ensure and maintain the data security and safety of the database systems of Division of Epidemiology such as COVID-19, AEFI, ILI, severe pneumonia, and related disease.
  • Set up and administer the video conferences of Division of Epidemiology, through several channels and media, as per requested
  • Provide technical advice and assistance for solving the problems relating to the computer and IT equipment of Division of Epidemiology on daily basis
  • Conduct site visits to local government health agencies for monitoring and capacity building for the end users of the programs used by the Division of Epidemiology
  • Other duties related to COVID-19 as assigned by Division of Epidemiology.

Expertise and Complexity :

  • Planning, managing, improving and reporting skills
  • Knowledge of COVID-19 epidemiology data 
  • Experience on the systems of network, server and data security and safety and/or working with aforesaid systems in the government agencies or public organizations is a plus.
  • Experience on capacity building with coaching and mentoring skills 
  • Be able to work under the pressure within time constraints

Type and Nature of Contracts :

Work station is based at Division of Epidemiology, Ministry of Public Health
Routine coordination between FHI 360 staff and team of Division of Epidemiology

Working Conditions and Physical Requirements :

Usual office working conditions, as well as working from home conditions; ability to travel domestically

Education and Experioences :

BS or MS in computer sciences or information technology or related field, and at least 5 years relevant experience with government agencies or public organizations and field experience especially in the field of systems of network, server and data security and safety.


 

4. Job Summary for Data System Administrator :

The Data System Administrator position is responsible for the AEFI-DDC database regarding administration and monitoring and coordination with end users for problem solution. Also, this position will be responsible for data management and quality and reporting.  

Key Responsibilities:

  • Administer and monitor the AEFI-DDC data entering platform performance
  • Coordinate with the end users of government hospitals and local health government agencies regarding AEFI-DDC data entering platform
  • Collate, rectify and categorize the data from AEFI-DDC data entering platform
  • Extract and prepare AEFI-DDC data set for AEFI situation analysis
  • Other duties related to COVID-19 as assigned

Expertise and Complexity :

  • Planning, managing, coordinating and reporting skills
  • Knowledge of COVID-19 epidemiology data 
  • Experience on database systems and data management and/or working with aforesaid systems in the government agencies or public organizations is a plus.
  • Be able to work under the pressure within time constraints
