The United Nations Development Programme (UNDP) in Thailand, in collaboration with the Royal Thai Government and partners, has implemented projects to accelerate the development of the country for more than 50 years. In line with the Country Programme Document (2017-2021), UNDP works with the Royal Thai government, civil society, the private sector and the Thai public in support of the country’s achievement of the SDGs, with a focus on two broad pillars, namely a) Climate Change and Environment; and b) Governance and Social Inclusion.
In recent years, to promote and advance the SDGs in Thailand (especially SDG16 on peaceful, just and inclusive societies), UNDP has adopted a “Sustaining Peace” framework which focuses on increasing tolerance and embracing diversity as a means to promote social cohesion in the country. Since 2018, UNDP Thailand, within the framework of a Regional Programme titled ‘Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity’ (Phase I), has been partnering with the Royal Thai Government as well as non-governmental actors on multiple initiatives linked to the following:
a) Support establishment and empower networks of local authorities, NGO, CSOs, CBOs for public awareness and policy recommendations linked to promoting tolerance and embracing diversity
b) Support policy-making on national policies and programmes to ensure they are inclusive and framed with a human rights and gender equality framework
c) Strengthen capacities of local communities and young people to promote peace, human rights, tolerance and respect for diversity though innovative communications and small grants programme
The second phase of the Regional PVE Programme aims to consolidate achievements in these areas, through efforts across 3 key pillars intended to:
a) Build capacities of key actors to promote social cohesion and community resilience, tolerance and respect for diversity
b) Strengthen knowledge management through generating reliable data, trend analysis and targeted research to inform national policy making and programming
c) Support the development of policy frameworks which promote tolerance and diversity through a “whole of society” approach
As part of the regional monitoring and evaluation framework, UNDP in Thailand aims conduct a public perception survey on social cohesion and resilience to violent extremism. To strengthen national capacities to measure these issues and develop an evidence-based approach to addressing violent extremism in Thailand, UNDP aims to support Thai civil society organization(s) to conduct a public perception survey, in consultation with women and youth. UNDP seeks to recruit a Data Survey Consultant to provide strategic support, training, and guidance to the implementation of the survey process.
Duties and Responsibilities
Objectives of the Assignment and Scope of Work:
UNDP is seeking a national consultant to develop a methodology and support the conduct of a public perception survey regarding Prevention of Violent Extremism. Under the supervision of the Project Manager, the consultant will deliver the following tasks:

The consultant will work under the supervision of the Project Manager – Promoting Tolerance and Respect for Diversity and in close collaboration with UNDP Programme and Technical Support Team, UNDP Regional Office colleagues and the Peace and Development Advisor.
UNDP Thailand will review the progress and quality of assignment upon outputs prior to the issuance of payment. Review/ approval time required to review/ approve outputs prior to authorizing payments is 7 – 10 days.
Duration of the Work:
20st September – 30th December 2021, with maximum 60 days of work

Price Proposal and Schedule of Payment :
Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration.
The method of payment is an output-based lump-sum scheme. The payments shall be released upon UNDP’s satisfaction of the consultant’s submission of each deliverable by or before the due dates as agreed with the UNDP Thailand team.
Payments will be done upon completion of the deliverables/outputs and as per below percentages.
In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed.
Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.
Criteria for Selection of the Best Offer:
Evaluation Method and Criteria
Individual consultants will be evaluated based on the following methodology
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
Technical Criteria for Evaluation (Maximum 70 points)
Criteria 1: Relevance of Education – Max 10 points
Criteria 2: Relevance of Expertise - Max 30 Points
Criteria 3: Relevance of Experience - Max 30 Points
Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.
Applicant receiving the Highest Combined Score and has accepted UNDP's General Terms and Conditions will be awarded the contract.
