POSITION SUMMARY:
We are looking to fill the role of the Monitoring, Evaluation, and Research Officer. This person will work closely with the MEL Manager to support the monitoring, evaluation, and research of the USAID Asia Counter Trafficking in Persons (CTIP) project. The ideal candidate should be a self-motivated person who can ensure high-quality outputs are being delivered.
It is a dynamic job with varying responsibilities that requires someone willing to work closely with and learn from a diverse international team.
Responsibilities
Monitoring & Evaluation
Under the supervision of the MEL Manager, collect data for and calculate quarterly and annual indicators
Analyze data for quarterly report
Maintain M&E database
Ensure data quality and security
Research
Provide support to MEL Manager to build research partnerships with universities and think-tanks. Tasks would include finalizing contracts, reviewing terms of reference, etc.
Working as a focal point maintaining vital communications amongst partners
Editing deliverables and providing technical input on drafts
Disseminating research outputs – liaising with communications team
Helping to identify research and learning topics by conducting preliminary research reviews
Supporting partners as needed
Assisting in organizing technical exchanges and capacity building sessions when relevant
Technical Assistance and Regional Data Harmonization
The Monitoring, Evaluation and Research Officer would support the MEL Manager by providing assistance to country offices for other USAID CTIP projects including, but not limited to, the following:
Reviewing MEL Plans
Reviewing reports and providing feedback
Assist in planning and organizing annual M&E conferences – both technical and administrative duties
Provide assistance in developing capacity building programmes for country staff and partners
Draft indicator reference forms for regional indicators
Help build and maintain M&E Toolkit
QUALIFICATIONS AND BACKGROUND:
Successful candidates will have:
Education:
• Master’s level degree is preferred in international development, statistics, political science, or a relevant social science discipline (A bachelor’s level degree will be accepted with additional 2 years of experience).
Technical:
• Applicants should have 3 to 5 years’ experience working in the areas of monitoring and evaluation and/or research in the fields of anti-trafficking or other relevant areas (however, demonstration of an ability and eagerness to learn quickly and take on the tasks of the role may be considered in lieu of experience).
Experience:
• Experience implementing or overseeing monitoring and evaluation systems
• Record working in an international setting
• Demonstrated administrative skills in complex, multi-activity programming
Skills/Knowledge:
Required
Exceptional written and oral communication skills
Demonstrated interpersonal skills and creative problem-solving skills
Strong analytical and research skills
Experience preparing communications materials
Excellent organizational and time-management skills, ability to think critically and work independently
Proficiency in MS Office (Word, Excel, PowerPoint, and SharePoint)
Some experience in statistical analysis software such as SPSS, STATA, SASS, or R
Fluent English language skills (writing, speaking, understanding)
Desired
Knowledge on human trafficking, migration, or relevant development issues in the Asia region
Fluent in an Asian language
Data visualization skills
The candidate must be based in the Asia region.
