Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
ORGANIZATIONAL CONTEXT AND SCOPE:
The Ship to Shore Rights South East Asia (SEA) project is a multi-country project which aims to promote regular and safe labour migration among South East Asian countries, in particular in the fishing and seafood processing industry. The Ship to Shore Rights SEA project is funded by the European Union (EU) and implemented by the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Development Programme (UNDP).
Under the framework of this program, IOM is leading on delivery of a number of activities, including the design of accessible communications materials for pre-migration decision-making that provide accurate and authoritative information about regular migration channels and the realities and risks of labour migration, as well as communication materials that provide accurate and authoritative information about the rights of labour migrants in Thailand and their access to government and civil society services and support networks.
Building on this work, IOM is looking to review and update its current information materials for migrant workers, particularly to ensure any changes in light of COVID-19 are accurately reflected.
Under the overall supervision of the Project Officer (Counter-Trafficking) and the direct supervision of the Senior Programme Assistant, the successful candidate will be responsible for developing updated and accurate informational messages to be integrated into future information, education and communication (IEC) materials on 1) pre-departure processes for migrant workers coming to Thailand to work in the fishingy and seafood processing industries; 2) regularization procedures for migrant workers who are already in Thailand; 3) access to health insurance and health services during the COVID-19 pandemic along with information on COVID-19 care and services (procedures, requirements and benefits); and 4) information on access to other social and protective services provided to migrant workers by government and civil society organizations.

RESPONSIBILITIES AND ACCOUNTABILITIES:
The Consultant will undertake the following responsibilities:
Outline and indicate to IOM a proposed list of policies, legislation and informational materials that will be reviewed and key government and non-government counterparts to engage;
Review publicly available information on current pre-departure processes, regularization processes and access to services and support for migrant workers in Thailand, particularly those in the fishing and seafood processing sectors;
Engage with relevant government and non-government stakeholders to access and validate the most updated information;
Review pertinent information, education and communication (IEC) materials produced by IOM, as well as by government and non-government partners;
Based on the review and validation process outlined above, draft a brief report highlighting how existing IEC materials could be updated and/or strengthened and improved, with a particular focus on existing IEC materials produced by IOM, and suggest key informational messages to be integrated into new IEC materials. Ensure focus on the fishing and seafood processing sectors.;
Based on feedback provided by IOM, review and revise the report.
Provide progress updates as required.
TANGIBLE AND MEASURABLE OUTPUT OF THE WORK ASSIGNMENT:
At the end of the contractual period, the following outputs will be delivered:

EDUCATION AND EXPERIENCE:
Degree in Law, Political Affairs, Social Sciences, International Relations or a related field from an accredited academic institution;
At least three years of relevant experience in the fields of labour migration and/or labour rights in Thailand
Familiarity with Thai labour laws and policies;
Demonstrated experience and understanding of the Thai labour migration context. Specific experience with the fishing and seafood processing sector will be considered an advantage;
Experience in working with relevant government and non-government agencies will be considered an advantage;
Capacity to work independently and with minimal supervision;
Personal commitment, efficiency, and flexibility;
Excellent written and oral communication skills;
Prior experience with IOM or a relevant UN agency will be considered an advantage.
Required: Fluency in Thai
