WFP’s Regional Bureau for Asia and the Pacific in Bangkok, Thailand oversees operations in 17 countriesplus the Pacific, reaching 30 million people with assistance valued at US $3 billion. The portfolio ranges fromhumanitarian aid in Tajikistan, to school meals in Cambodia and Laos, supporting government socialprotection schemes in India and Pakistan, climate change adaptation in Nepal and Sri Lanka, nutrition formothers and children in Bangladesh and Timor Leste, to emergency preparedness in Indonesia and thePacific.
The Global Logistics Cluster (GLC), with the World Food Programme as its lead UN agency, is seeking aProject Manager to guide the Asia-Pacific rollout of a humanitarian logistics preparedness localization project.
The Field-Based Preparedness Project (FBPP) is a global capacity strengthening initiative that seeks tostrengthen the preparedness and response capacities of national humanitarian actors, within the field ofsupply chain/logistics. While the project has a strong focus on the National Disaster Management Agency, italso seeks to actively involve all relevant national actors.
We are seeking a dynamic, proactive individual to take lead the project within the Asia-Pacific region, wheresix countries are currently active. The applicant must be a Thai citizen with a solid grasp of capacitystrengthening approaches, experience in humanitarian environments, and a strong understanding ofhumanitarian supply chains and logistics considerations.
A) FIELD PREPAREDNESS ACTIVITIES: Supervise and guide the in-country project officers as theywork with disaster management authorities:
1. Support scoping missions to candidate project countries including coordinating with WFP Country Office(CO) management and national stakeholders as well as socializing the project’s institutional capacitystrengthening methodology (see heading ‘B’)
2. Coordinate with CO counterparts on all aspects of the regional preparedness project roadmap andcountry-specific project implementation plans.
3.Build and maintain productive partnerships with the CO and support the project officers as they buildrelationships with in-Country partner organization and national stakeholders.
4.Ensure country-level project expenditure remains within upper and lower limits and within projectmandate, engaging CO counterparts as necessary.
5.Support relevant human resources staff on recruitment aspects and onboarding of project officers.
6.Ensure project officers reflect project objectives in country-specific project documents and meetreporting requirements within the defined time frame and to quality standard.
7.Remotely support and supervise project officers. This includes providing/facilitating coaching/training asneeded; supporting project officers on facilitating workshops/trainings; and supervise project officers toensure project timeline, deliverables and resources remain on track and verifying that project activitiesare aligned with CO 5-year plans, national strategies and Project goals and mandate; and support toidentify project risks and subsequent mitigation measures as appropriate.
8.Guide project officers in developing and implementing project phase-out/transition strategies, and fordeparting project officers, ensure end-of-mission reports are completed to standard and submittedbefore departure.
9.Coordinate post-closure country activities related to GLC preparedness including debriefing andlessons-learnt activities.
10.Lead information sharing and archiving activities across project countries in the region and initiateregular regional-level information sharing activities across active project countries.
11.Participate in Regional Bureau (RB) Emergency Preparedness and Response (EPR) planning andcoordination activities as needed to ensure alignment with the project.
12.Act as the regional project focal point for GLC emergency preparedness project activities incoordination with the GLC regional focal point and WFP RB EPR focal points.
13.Support the design of Simulation Exercises for Gap identification in the framework of preparedness.
B) INSTITUTIONAL CAPACITY STRENGTHENING (ICS): The FBPP's ICS Framework forms the core ofthe project's work. In close coordination with GLC and RBB:
1.Plan, implement and monitor regional- and country-level ICS activities to ensure compliance with theproject’s ICS methodology and approach.
2.Supervise and guide project officers in the operationalization of the FBPP'S ICS approach, includingscope, planning and implementation of capacity strengthening activities.
3.Review ICS guidance documentation for clarity and coverage, ensure field-level inputs to guidancedocumentation are collated and addressed; lead regular regional ICS briefing sessions and activelyparticipate in the development of the global ICS content development.
4.Advise the FBPP capacity strengthening focal point on areas of contention, or unclarity on ICSguidance.
C) GLOBAL REPORTING & PARTNERSHIPS: Work on global-level projects prioritized in the GLC work-plan to facilitate and support the Logistics Cluster Preparedness and ICS Work Stream activities:
1.Support the global-level project team in reporting to the GLC Preparedness Working Group on theactivities and outputs of the project, and to Project donors on activities within the region and providinginput to donor funding proposals.
2.Lead presentations to RB and non-project COs on the FBPP and the ICS framework.
3.Implement and support a regular monthly reporting mechanism from country-level towards global levelon project progress, critical paths and budget consumption.
4.Support further global preparedness activities or events, as required.
D) SURGE CAPACITY (if required): Where required, support ongoing and sudden-onset emergencyresponse activities on global and regional levels (desk support) or through field deployments oncountry-level (surge support).
1.Deploy to cluster/sector operations in the field to undertake field support when and as needed (up tothree months).
2.Support the implementation of new Logistics Cluster operations in the aftermath of a disaster or conflict,in accordance with the GLC Head of Operations and under the guidance of the Logistics ClusterCoordinator.
3.Review and clear the information/documentation produced and submitted from country beforedissemination by the IM team.
