Program:

The Enhancing Equality in Energy for Southeast Asia activity (“the Activity”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them over the period August 2020 to August 2023.  As a regional Activity, implementation will occur in Burma, Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. Position is full-time and the location for the position is at CORE International’s office in Bangkok, Thailand. Some regional travel may be required.

 

Position Description:

CORE International is seeking a qualified Monitoring, Evaluation, and Learning (MEL) Specialist (“Specialist”) to support this three-year Activity. The MEL Specialist will be responsible for designing and overseeing the implementation of the Activity’s MEL system and Collaboration, Learning, and Adapting (CLA) processes in close coordination with technical and programmatic staff. The MEL Specialist will lead the overall monitoring, evaluation and learning agenda, working closely with partners and other stakeholders to build an evidence-base for interventions. The Specialist will be based in Bangkok, Thailand for the duration of the Activity (August 2020-August 2023).

 

Responsibilities and Reporting Requirements:

  • Report directly to the Chief of Party (COP) for the Activity in the Bangkok Office.
  • Coordinate all work and deliverables with the USAID Activity Officers through the COP.   
  • Lead the design and implementation of the Activity’s Monitoring and Evaluation (M&E) framework and information systems, including project monitoring, evaluation, and learning plan, to track delivery against Activity targets, outcomes, and impacts, including clearly defined objectives, indicators, learning mechanisms, and the implementation of appropriate M&E procedures.
  • Prepare and ensure timely submission of Activity performance monitoring plans, including developing and defining indicators and sources of data, and contribute to annual work plans, quarterly and annual reports, and other Activity documents.
  • Design, test, and assure quality of data collection instruments as required by the Activity.
  • Lead design and implementation of robust Collaboration, Learning, and Adapting (CLA) approaches and processes; ensure use of existing evidence to promote improvements, collaboration, learning, and adaption; and identify solutions to promote data-based decision making among Activity long-term and short-term technical personnel.
  • Develop and oversee research tasks related to the Activity, as needed.
  • Initiate, design, and facilitate program reviews working closely with the Activity’s home office and field-based technical experts.
  • Design, facilitate, and conduct data quality assessments (DQA), as needed.
  • Build staff and partner’s capacity by training others in MEL skills.
  • Other responsibilities as assigned.

 

 

 

Qualifications, Education, Experience, and Skills:

  • Master’s degree or higher in a related field.
  • A minimum of 6 years of experience designing and implementing MEL systems for USAID-funded projects or equivalent, and civic engagement, preferably in Thailand or the region.
  • Familiarity and experience in designing commissioning, conducting evaluations, and/or research, a strong understanding and prior experience of measuring impact in campaigns, development activities, and/or social inclusion initiatives.
  • Demonstrated expertise in qualitative and quantitative data collection, analysis, and management methods using technology and known software packages, such as SPSS, STAT, NVIVO or others;
  • Knowledge of donor program evaluation and monitoring requirements with emphasis on USAID.
