Program Background
Partnerships for Infrastructure (P4I) is Australia’s new flagship infrastructure initiative for Southeast Asia. The goal of this regional initiative is to contribute to quality infrastructure development that drives inclusive growth in Southeast Asia.
P4I has three core themes: infrastructure planning and prioritisation; procurement; and sector policy and regulation. It will also focus on the crosscutting issues of climate change, disaster risk reduction, gender equality and social inclusion. P4I will provide flexible support to Southeast Asian partner governments (Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste and Vietnam) and the Association of Southeast Asian Nations (ASEAN) through government-to-government partnerships, high-calibre private sector advisory services, and knowledge-sharing and networking activities.
P4I commenced in December 2020 and will operate initially for three and a half years (2020-21 to 2023-24). It will be delivered collaboratively by One Team comprising the Australian Department of Foreign Affairs and Trade (DFAT) and four Delivery Partner organisations (Ernst and Young, Adam Smith International, The Asia Foundation and Ninti One). Under this model, the Executive Director (a DFAT officer) and Delivery Partner personnel will function as a single team. This will include a core team located together in the P4I Hub in Bangkok, Thailand.
Job Specification
The Senior Program Analyst position is responsible for supporting the Executive Director and members of the Program Executive in undertaking tasks for the efficient management and delivery of the P4I Program. The Senior Program Analyst will be required to undertake a wide variety of tasks including stakeholder engagement, research and analytics, and program and operations management. This position would favour someone with initiative and experience in a similar generalist role.
The Senior Program Analyst is a member of the team in the P4I Hub located in Bangkok. It is a full-time position open to both Thai nationals and international applicants:
The responsibilities of the position will include, but not be limited to:
Support the P4I Executive Director and Program Executive in day-to-day management of the Program, including helping to coordinate both a portfolio of P4I activities from design to implementation, and team members located across Southeast Asia and Australia
Coordinate and help drive engagement with P4I stakeholders, including regional governments, Australia Government missions, multilateral development banks and the private sector
Support the Program Executive and technical personnel in developing and coordinating project plans for specific activities
Provide advice, including ad hoc analysis and research on thematic issues relevant to the Program and on P4I’s country partners
Collate inputs and manage meetings with P4I stakeholders, including preparing meeting materials, taking of minutes, and recording and monitoring of key follow-up actions
Assist in preparing and monitoring the Program budget and ongoing reporting requirements.
Working with DFAT, Delivery Partners organisations and technical personnel, review and prepare content and strategic communications on P4I activities and achievements
Qualifications and Experience
5+ years of experience as a business analyst, in international relations or in international development program delivery
Outstanding performance history and demonstrated capacity to be responsive to ad hoc requests and tight deadlines
Demonstrated ability to identify priorities and work autonomously to manage complex tasks, resolve issues and deliver quality outcomes
Demonstrated experience producing high-quality outputs, with excellent attention to detail, and strong written and verbal communication skills
Demonstrated ability to develop productive relationships with a wide-range of stakeholders, and work collaboratively as part of a broader and diverse team
Strong working knowledge of MS Office programs, including Powerpoint and Excel
Demonstrated commitment to gender equality, youth empowerment and disability inclusion
Strong written and verbal communication skills in English, and preferably in another Southeast Asian language as well
Experience working in infrastructure desirable, but not essential
Experience working in a development program desirable, but not essential
Reporting Requirements
The Senior Program Analyst will report to the P4I Executive Director on a day-to-day basis.
