Research Fellow: Platform Manager for Aid Atlas

SEI Asia, based in Bangkok, has a diverse team of multinational experts that integrates scientific research with participatory approaches to co-develop and share knowledge, build partnerships, and influence policy for resilient development. It focuses on gender and social equity, climate adaptation, disaster risk reduction, water insecurity and integrated water resources management, transitional agriculture, renewable energy and urbanisation.

 

SEI Asia is hosted by Chulalongkorn University (CU), Thailand. SEI and CU have inked a long-term agreement to foster innovative scientific research combined with effective policy engagement on development and environmental challenges in Asia.

 

The role

 

The Platform Manager for Aid Atlas will coordinate SEI’s work on the Aid Atlas development finance platform. They will work with data management and analysis, and promote the tool to internal and external experts to influence key decision makers in science-based environmental and development policy.

 

The individual will also ensure collaboration across our centres and report to a global steering committee to encourage the use of Aid Atlas within different research programmes.

 

Working across SEI’s global offices, the Platform Manager will lead platform design and development, promotion, and case study development. They will work with multiple teams to support research studies, develop ideas and support others to grow the use of Aid Atlas as a policy decision support tool.

 

Key duties and responsibilities

  • Data management
    • source and manage critical data from open sources including OECD, WB, EU and others
    • check for new data and perform updates as new data is released
    • participate in OECDS’s debate in relation to how OECD talks about the data
    • advise on structural changes, new data sources, changes needed etc.
    • follow the OECD’s approach to data collection and reporting, ensuring the platform keeps up with any changes OECD makes in what kind of data it compiles or the structure of the data in the databases we use
  • Support researchers in tool use within other SEI research projects
    • build capacity on tools use in research, and development of appropriate case studies
    • scan for and integrate new datatypes into the platform, e.g. social/economic/environmental indicators in developing countries
  • Promote the use of the tool
    • develop quality demonstration of tool use to promote external use and buy-in
    • present the tool to external audiences, in particular policy partners
    • evolve the brand
  • Web development, operations and design
    • identify and fix bugs
    • review and approve content
    • report errors and conduct maintenance
    • monitor site use, identify functional improvements, use web analytics for continuous improvement
  • Be the contact person for all aspects of Aid Atlas
    • address queries and feedback
    • provide clarity on how data updates, error reporting, and other changes will be made to the platform
  • GDPR management
    • oversee work with the service provider to ensure the site adheres to GDPR requirements
  • Network with researchers doing analysis and research based on aid data flows
  • Monitor use of the website

 

Who you are

We are looking for a person who understands the potential uses (and audiences) for Aid Atlas, and who has the skills and networks to promote the tool and start conversations with practitioners in environment, development, private sector and government circles.

 

You have a background in development finance, can understand and use the data to show visual infographics to inform others, and can devise potential applications for Aid Atlas.

 

If you are willing to take on a challenge, lead and drive new and innovative data analysis, work with key decision makers and seek evidence-based policy changes, this opportunity is for you.

 

Formal qualifications and knowledge

  • Doctoral degree with a minimum of 4 years of working experience or a Master’s degree with a minimum of 8 years of working experience in data management or system development
  • Experience in development finance, tool development, management and promotion and statistical analysis
  • Experience in data management and good knowledge of OECD’s data systems
  • Experience of and networking links with other aid donors such as WB (EU is preferable)
  • Experience writing technical reports
  • Experience developing proposals and managing research projects
  • Experience in stakeholder engagement that leads to on-ground change in behavior, actions and knowledge
  • Fluency in spoken and written English

 

Personal skills required

  • Experience of a research/non-profit organization or an international working environment with multiple discipline teams
  • Strong leadership and management skills
  • Strong interpersonal and communication skills
