About us:

Since it was founded in 2009, the Asia Pacific Transgender Network (APTN) has grown to become a credible platform and voice for transgender people in Asia and the Pacific, working to ensure that their needs and rights are represented politically, socially, culturally and economically. APTN addresses trans-specific issues including vulnerability to gender-based violence, stigma and discrimination, risks for HIV infection, and health issues stemming from almost complete lack of access to appropriate health and medical care. The network serves as a platform for trans people to advocate for access to health, legal gender recognition, legislative reform, social justice and human rights and to exchange information and strategies with each other. 

APTN has published several key reports, policy and technical briefs that have been used to inform programmes, policy and laws. Legal gender recognition deeply impacts the livelihood of trans and gender diverse people and is critical to ensure their dignity, rights and security. APTN is committed to working to ensure that so long as gender exists as a legal classification, that all people in Asia and the Pacific have access to identity documents that reflect their self-defined gender.

APTN envisions a society that upholds, respects, and protects the diversity, safety, equality, and dignity of trans people; the mission of APTN is to mobilise and advocate for the human rights of trans people in the Asia and the Pacific region.


Building upon the Asia Pacific Trans Health Blueprint (2015), the recommendations and road maps developed from the From Barriers to Bridges (FB2B) Conference (2017), and recent multi-country community-led research on barriers to access to health services (2020), APTN is providing technical assistance to selected countries in Asia and the Pacific. APTN aims to support evidence-based research and service redesign in developing or upscaling of trans-competent HIV, gender-affirming and other healthcare services to improve access for trans people, and to establish community-led mechanisms and enable advocacy holding governments and healthcare providers accountable for meeting their commitments to trans-competent healthcare.

Communities occupy a central position in effective health systems, notably through monitoring of health service quality by giving community recipients of a care a voice. With this, APTN developed a Trans COMP (stands for competency) community-based monitoring (CBM) tool, that is administered and led by community members, to measure the availability, accessibility, acceptability and quality (AAAQ) of healthcare services provided to trans people. Trans COMP is a community-based and administered monitoring tool that measures the intended outcomes under each country to monitor progress annually. This will be an essential tool that communities will be able to use to advocate for better healthcare systems and services and to hold government and healthcare providers accountable. The tool will not only capture quality, availability and accessibility of HIV-related information and cascade of services, but also provide a benchmark to track trans-competent health care in each country including hormone therapy, gender-affirming surgery, sexual and reproductive health services, mental health services, and barriers to health care.

The finalised and translated Trans COMP CBM tools will be piloted in selected countries in Asia and the Pacific to gather baseline data by APTN and its country partners. It is envisioned to be done annually or every two years with the aim of having the CBM implementation process institutionalized by the Ministry of Health (MoH) and public/private healthcare facilities/providers, as part of its regular assessment and improvement of their healthcare service provision.

The Trans COMP CBM tool implementation will be done in the following countries: Lao PDR, Myanmar, Thailand, Nepal, Sri Lanka, the Philippines, Papua New Guinea, and Mongolia. These countries may be subjected to change.

The Trans COMP CBM implementation is supported by the EpiC Project “Meeting Targets and Maintaining Epidemic Control” through the Key Population Investment Funds (KPIF) managed by Family Health International (FHI 360); and the Sustainability of HIV Services for Key Populations in Asia Program (SKPA) funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), managed by the Australian Federation of AIDS Organizations (AFAO), as principal recipient (PR).

Scope of Work:

APTN will engage a Project Coordinator (consultant) to coordinate the overall in-country Trans COMP CBM tool implementation process and work with country trans focal points and APTN staff. The coordination role/tasks of the consultant include the following: local translations of the CBM tools; in-country planning, coordination, organising, facilitation and follow-up for the online in-country consultations and dissemination meetings; health service mapping and develop critera for selection of trans CBM data gatherers; organising and facilitation of the CBM tool training; developing the CBM data encoding tool; remote support and troubleshooting during the CBM data gathering; analysing data from the CBM scorecards; developing the regional CBM report and country snapshots.

Tasks, Deliverables and Timeline:

4 Work with country focal points to conduct an internal health service mapping to identify the different healthcare facilities/providers where the communities will administer the CBM scorecards -Develop a template/guide for the health service mapping -Review and finalise the 8 health service mapping/list (per country) April

Required Skills and Qualifications of the position:

  • Bachelor or Master’s degree in public health, social sciences, development studies, or a related discipline;
  • At least 5 years of relevant experience in project coordination and management; developing technical reports, templates and tools; and designing and facilitating workshops/meetings/trainings related to transgender health, HIV, rights-based health service delivery, and community-led/based monitoring;
  • Substantive hands-on experience in coordinating field research (quantitative and qualitative methodologies), data analysis and report writing; including knowledge of statistical softwares/tools (i.e. SPSS, Statistica, etc.);
  • In depth knowledge of regional transgender issues, HIV, health and wellbeing, and human rights;
  • Previous experience working with trans communities community-based organisations/groups, civil society organisations, government and development agencies;
  • Responsive and communicative with APTN team and country trans focal points while working remotely; with consistent and reliable access to internet;
  • Proficiency in oral and written English is required, and competency in a second local language is a plus
