Tetra Tech (Nasdaq: TTEK) is dedicated to improving the energy sector of developing economies. We are recruiting for a Short Term Energy Sector Expert to support our Bangkok, Thailand-based Southeast Asia Enhancing Development and Growth through Energy (EDGE) Hub Project in two areas: (a) energy sector technical advisory to USAID/RDMA; and (b) support with planning and logistics for the Asian Development Bank’s 2021 Virtual Asia Clean Energy Forum and other similar activities. The Energy Sector Expert shall serve in a Short-Term Technical Assistance (STTA) capacity and report to the Program Manager, working in close coordination with the U.S. Agency for International Development Regional Development Mission for Asia (USAID/RDMA). The candidate should have demonstrable experience and background in the energy sector (particularly power, renewable energy, and electric utilities) knowledge of key energy sector stakeholders across Southeast Asia, and sufficient familiarity with USAID practices and operations.
Energy Sector Expert Position Description/Scope of Work
Under this STTA, the Southeast Asia EDGE Energy Sector Expert, with their understanding of relevant USAID activities and the energy sector, along with a familiarity of leading energy-focused individuals in the region, shall support USAID activities throughout Southeast Asia. These activities will take place in Southeast Asia over a period of approximately 6 months (April – September 2021) and require a full-time level of effort (40 hours per week) throughout that time.
USAID Mission and Activity Support: In line with the new and emerging energy and climate change policies of the Biden Administration and corresponding priorities of USAID, the Energy Sector Expert shall support USAID/RDMA and bilateral USAID missions in the region with the development and amplification of messaging, and broader themes/concepts for engagement in the energy sector. This will include support for portfolio development and identification of USAID/RDMA and bilateral mission priorities under the new Administration and associated climate change policies.
The Energy Sector Expert shall provide coordination, technical and management support to USAID/RDMA’s regional activities. These programs include: the U.S. – Asia Gas Partnership; the Advanced Energy Partnership for Asia; Mekong Safeguards; Enhancing Equality in Energy for Southeast Asia; Clean Power Asia and the Southeast Asia EDGE Hub. The support will involve coordination between USAID/RDMA and implementing partner personnel, development of materials, stakeholder – including public and private sector – outreach, and other related tasks.
Virtual Asia Clean Energy Forum (V-ACEF 2021): Hosted by the Asian Development Bank (ADB) in Manila, Philippines, this annual event brings together clean energy professionals, financiers, and technology providers to discuss trends, technologies, and challenges associated with the expansion of clean energy in the region. USAID is a co-organizer of this event and facilitates the participation of numerous personnel representing USAID-funded activities and policies. The Energy Sector Expert, in conjunction with the EDGE Hub Program Coordinator, shall serve as the lead individual to support USAID engagement in V-ACEF 2021. The Energy Sector Expert shall work closely with USAID/RDMA and the ADB to identify key themes and topics to showcase at the event and identify USAID staff/partners/resources that can be highlighted under each theme. Throughout this process, close coordination with USAID/India and USAID/Washington, DC will be critical, as well as with bilateral USAID missions and implementing partners. The Energy Sector Expert shall identify suitable topics for Deep Dive Workshops and Side Events and lead the planning and execution process. The Energy Sector Expert shall support the preparation of materials for use by senior USAID staff in plenary and technical sessions, including, but not limited to, briefing materials, presentations, and talking points. At the conclusion of the event, he/she shall lead the follow up and reporting processes, including responding to inquiries from attendees, gathering data on participation, report writing, and lessons learned documentation.
Event Support: In addition to the events listed above, the Energy Sector Expert shall assist in the preparation, implementation, and follow up for USAID Southeast Asia EDGE Hub-led events. These events include but are not limited to: regional private sector renewable energy working group activities; Collaborating, Learning and Adapting events with USAID personnel; Asia EDGE Power Sector Learning Series webinars; international donor collaboration workshops; and U.S. government coordination activities.
The Energy Sector Expert shall also undertake additional tasks assigned by the Program Manager in line with requests received from USAID/RDMA and other bilateral USAID missions throughout the Southeast Asia region.
Throughout the STTA, the Energy Sector Expert shall work closely with the Southeast Asia EDGE Program Manager and Deputy Program Manager, as well as key USAID/RDMA staff. They shall report to the Southeast Asia EDGE Hub Program Manager.
Location and Period of Performance:
The Expert will be based in Bangkok, Thailand. No relocation expenses will be provided. The ability to work legally in Thailand is a requirement.
Periodic travel between Bangkok, Thailand and other locations in Southeast Asia MAY be required following the lifting of regional travel restrictions, though it is envisioned that most of the effort can be completed without the need for travel.
The period of performance for this STTA is April 1, 2021 – September 30, 2021. The selected individual will be expected to work full-time (40 hours per week) during that period.
It is not anticipated that contract extensions will be available after September 2021.
Work Experience and Qualifications:
The ideal candidate shall have:
Extensive familiarity with USAID energy programming and activities in the Southeast Asia region;
Knowledge of energy programming activities by other U.S. Government agencies in the Southeast Asia region;
Past attendance/engagement with the Asia Clean Energy Forum is preferred;
A sound understanding of clean energy technologies and the challenges associated with their deployment across Southeast Asia;
Experience working with senior government officials, private sector leaders, and other stakeholders in the energy sector;
Fluency in English, with strong interpersonal and communications skills;
At least a master’s degree, or equivalent experience, in the energy field, including engineering, policy, legal, finance, economics, and/or other related fields;
At least five (5) years’ experience in implementing energy-related programming in the Southeast Asia region;
Project/program management experience delivering projects on schedule and within budget that meet client requirements and expectations for scope and quality; and
The ability to manage multiple deadlines simultaneously and respond to deadlines, often with limited lead-time.
