Job Title: Outreach & Empowerment Officer/Senior Officer – Cambodian

Duration: One year, with possibility of extension

Responsible to: Outreach & Empowerment Team Leader

Duty Station: Bangkok, Thailand



This is an important position in our growing organization that will focus on empowering Cambodian workers and engaging with Thai business and recruitment agencies to address root causes of labor exploitation. Issara takes an innovative approach to working with Thai companies - utilizing data and worker voice channels to inform business decision making about labor conditions in their facilities, and to supporting workers to understand their rights and resolve their grievances. The O&E Officer will help expand our work with Cambodian workers in Thailand, and also contribute to our expansion and partnership in Cambodia. The ideal candidate will have a background in labour rights, case management and/or program management, be analytical and committed to empowering workers, and speak Khmer and some Thai.




Issara Institute is an independent non-profit organization based in Thailand, Myanmar, and the United States tackling issues of human trafficking and forced labour in global supply chains through data, technology, partnership, and innovation. The Institute was established in 2014 by a team of anti- trafficking experts coming out of the United Nations who created an alliance of private sector, civil society, and government partners committed to addressing labour issues in global supply chains with practical, measurable, and scalable results. It is staffed by leading regional and international experts in labour rights, business consulting, and ethical sourcing, with additional technical advisors in the US and UK supporting the Institute’s work on an ongoing basis.


Issara Institute programming is run by four inter-linked teams:


  1. Outreach and Empowerment – The O&E Team is comprised of professionals who are the nationality of the workers in the country of operations.  Together the team has expertise in counseling, case management, hotline management, and digital communications, and are the key team linking Issara operations to the populations we aim to empower - jobseekers and workers.


  1. Business and Human Rights - The BHR Team is comprised of locally-based, locally-informed professionals in the country of operations.  The BHR Team’s main objective is to provide ongoing support and technical assistance to suppliers, recruiters, and industries to improve ethical labour recruitment and management practices, taking guidance from worker feedback and other empirically-based means of risk assessment.


  1. Strategy and Global Partnerships - This team cultivates the connection and engagement between global brands, retailers, and importers, and the situation on the ground in their supply chains and more broadly.  Transformations in how responsible sourcing is done globally are not possible without global buyers understanding and incentivizing more ethical labour recruitment and management systems within their supplier base.


  1. Technology and Innovation includes research, technology, and worker voice tools and channels (the Issara multi-lingual hotline, Golden Dreams Android smartphone app, and social media) to better understand labour conditions in supply chains.  People – including worker voice and feedback – are at the center of Issara’s data and intelligence work, and we conduct a wide range of research, analytics, and technology development related to human trafficking and global supply chains – the people, the policies, the impact, and how to eliminate it.




The Outreach and Empowerment Officer’s responsibilities will cut across all key program components, as the key point of contact for migrant workers, victims of trafficking, and project beneficiaries. The position will report to Outreach and Empowerment Team Leader. Specific aspects of the scope of work of the Outreach and Empowerment Officer include:


  1. Strengthen worker voice through on-the-ground outreach with migrant workers in global supply chains and in worker communities

  1. Actively participate in the planning and implementation of activities to reach Cambodian workers throughout Thailand and expand their ability to know their rights and make their voices and needs heard.

  2. Identify and maintain relationships with migrant workers, key informants, and community-based and rights-based organizations, in order to strengthen referral networks and support options for workers.

  3. Support activities and approaches with Issara’s worker voice application, Subin Issara, maintaining and improving content

  4. Coordinate with worker Ambassadors and other worker focal points, providing capacity building and supporting coordination of their outreach activities.

  5. Travel to areas throughout Thailand to implement outreach activities and promote Issara’s different communication channels.


  1. Respond to worker voice through Issara’s hotline, social media, and case work

  • Serve shifts on Issara’s migrant worker hotline, which operates 24h/7, alternating with fellow teammates

  • Record all information into the relevant data entry in a timely manner and at the professional standard required by Issara.

  • Serve as a case focal point for migrant workers, following Issara’s case management protocol.


  1. Support remediation and response to worker voice through private-sector partnership and action in global supply chains

  • Support the Business and Human Rights team in the interpretation and analysis of feedback from migrant workers, and the design of recommended remedial responses on the part of employers/supplier businesses.

  • Together with relevant team members carrying out Issara’s worker satisfaction surveys and other field-based research and data collection, contribute to field reports and the analysis and sharing of key findings with key stakeholders.

  • Support the Strategy & Global Partnerships team in their supply chain reporting to Strategic Partners, including assisting in the analysis of primary worker-sourced data and the quality of progress/response on the part of employers/supplier businesses.

  • Maintain confidentiality about any commercially-sensitive business information encountered in the field or elsewhere.

  • Support Ethical Recruitment activities with businesses and recruitment agencies, on the Thailand side


  1. Support Issara activities in Cambodia and ensure cross-border approaches to programming

    • Build and maintain relationships with Cambodian civil society organizations and recruitment agencies sending workers into Thailand, and support multi-stakeholder events and workshops.

    • Support English-Khmer translation of outreach material

    • Ensure that information on labor recruitment practices reported by workers are efficiently shared and exchanged between teams for timely follow-up and action.

The Outreach & Empowerment Officer should have:


  • University Degree in social work, psychology, social sciences, law, or other relevant field.


  • Minimum of 7 years’ relevant work experience.


  • Demonstrated understanding of international and ethical standards in trafficking victim protection, and knowledge of how Cambodian workers are recruited in Thailand.


  • Ability to handle complex/sensitive issues.


  • Flexibility and ability to function in a dynamic work environment, re-adjusting and re-prioritizing tasks when needed.


  • Strong interpersonal and communication skills, including sensitivity to and appreciation for diverse viewpoints and different communications styles in a multi-cultural environment.


  • Excellent data and analytical skills, with strong attention to detail.


  • Fluency in English and Khmer required, with excellent written and verbal communication skills. Some Thai language skills preferred.
