Project Manager for EU Land Rights

 

ActionAid is an international organization, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid Thailand (AAT) is part of the ActionAid International Federation and has been working with people and communities in Thailand for a decade addressing issues related to poverty, human rights, education, and women’s and youth’s empowerment.

 

Location: Bangkok, Thailand (request to travel on project fields)

 

Responsibilities:

The main role of the position involves the management of the Project -“Securing rights to land and natural resources for landless and land-poor communities in three regions of Thailand. The Project Manager will work closely with the partners in the field and will base at AAT office in Bangkok.

 

Fundraising

 

  • Maintain and update donor communications on project status and or changes
  • Represent and promote the Project nationally
  • Link Project with new and related initiatives to promote new funding sources

 

Project Implementation

 

  • Develop strategic project implementation plan together with partner organizations and network, and provide coordination and follow-up support
  • Extend full support to partner organizations in implementing the project in accordance with contractual requirements
  • Manage and resolve any obstacle to deliverables by linking the project and partners to appropriate support, even outside the project specifications, e.g. ActionAid Thailand’s mission objectives, impact assessment, etc.
  • Ensure all programme activities are sensitive to and responsive to changes in the political, social, and economic environments in the project area

 

People Management

 

  • Involve in recruitment of partner’s project staff
  • Assist in providing induction, training, coaching, mentoring and advice to project staff to ensure that they understand and carry out their responsibilities effectively 
  • Coordinate to conduct comprehensive performance appraisal of partner’s project staff and provide/obtain feedback if required by EU
  • Provide short trainings to partner staff/coordinator/volunteers and community groups when necessary

 

Partnership management

 

  • Support in building partnership
  • Maintain regular contact with partners in order to seek feedback from them for continuous improvement of the organisation
  • Ensure that relationship with partner is in accordance with contract requirement and that the principles of partnership and accountability are maintained throughout project implementation
  • As a service to partner, ensure that there is no duplication of activities through coordination with other local agencies
  • Coordinate with local government offices and other agencies

 

System, Policies and Procedures Management

 

  • Familiarize with all donor contract requirements and ensure partner and its project management team understand donor rules and requirements
  • Ensure that the project meets all ActionAid Thailand’s internal and external statutory requirements
  • Support in policy advocacy
  • Adhere/Comply with approved organisational policies and procedures
  • Report/Provide comments to Programme and Policy Manager on problems that does not comply with organisational system, procedures in own areas of work

 

Annual Planning and Budgeting

 

  • Monitor progress against activity workplan to ensure that the Project attains its objectives as cost-effectively and efficiently as possible
  • Provide inputs to the annual budget and planning development

 

Monitoring and Evaluation and Reporting

 

  • Coordinate to design, establish and manage appropriate project monitoring and evaluation framework
  • Ensure maintenance of Management Information Systems related to documentation of the project, including timely delivery of donor financial and narrative reports
  • Make reports in related fields to AAI, donors and government
  • Maintain all project documentation and archives

 

Finance Management

 

  • Manage project budget and approve requisitions, advances and expenses
  • Control of expenditure and the disbursement of resources of the budget in charge to ensure the compliance with financial policy of partners, AAT and European Union

 

Audit and risk management

 

  • Support the project audit and organizational audit
  • Report any risk in own area of work that do not comply with organisation policy, procedures and donor’s requirement
  • Maintain an awareness of any possible crisis or risk to the organisation and develop plans that will provide for such contingencies

 

Qualification & Experience:

 

  • Bachelor Degree in social sciences, development studies or management
  • At least 3 years relevant experience in a multi-culture working environment, preferably an NGO
  • Experience in designing, setting up and coordinating the monitoring, evaluation and impact assessment systems and processes of a project
  • Proven experience in working with local partners, community development and engaging with local authorities
  • Thorough understanding of development and human right issues in the country
  • Sound knowledge in the political, social, economic and historic environment in which ActionAid's poverty alleviation programmes are operating at both national and community levels
  • Understanding of the project cycle management
  • Knowledge of the realities of development partners, donor institutions, government agencies and the not-for-profit sector in the country
  • Good understanding of normal practice in non-profit organizations

  • Fluency in written and spoken English and Thai language
  • Proficiency in MS Office
