Developing a Gender Strategy for the EU-funded “Partners against Wildlife Crime” project (Consultancy)
Terms of reference
The Wildlife Conservation Society (WCS) is a US-headquartered organization that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity.
With long-term commitments in dozens of landscapes, presence in more than 60 countries, and experience helping to establish over 250 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities. Working with local communities and organizations, that knowledge is applied to address species, habitat and ecosystem management issues critical to improving the quality of life of poor rural people whose livelihoods depend on the direct utilization of natural resources.
Wildlife trafficking is devastating populations of many species across the globe; the problem is most extreme in Southeast Asia. A large number of species native to the region are now threatened primarily by poaching due to an international demand for their specimens, parts and products, particularly from China.
In 2019, WCS launched an initiative to leverage civil society partnerships to increase the effectiveness of Asian governments’ action to end the wildlife trade. The “Partners Against Wildlife Crime” project is a 10M€ Action funded by the European Union (EU) and is implemented in seven countries through a consortium of 12 international and national partner organizations. Its aim is to disrupt illicit supply chains from source to market for tiger, Asian elephant, Siamese rosewood and freshwater turtles, with the following four interrelated outcomes:
SO1: Enhanced protection in key source sites
SO2: Increased effectiveness of law enforcement and justice sector to combat wildlife trafficking
SO3: Increased transboundary coordination to combat wildlife trafficking
SO4: Enhanced capacity to apply behavioral science to demand reduction efforts
The project is currently looking to develop a gender strategy that will guide the process of gender mainstreaming in the implementation of the project.
A key expected outcome of the consultancy is to support the development of a gender inclusive strategy and action plan that will provide guidance for embedding and monitoring gender-sensitive interventions in its implementation, encompassing all four strategic objectives of the project. The document should guide the action of the project at programming and operational level.
Specific objectives include:
To assess how the activities may potentially impact on women and men’s access and control to resources, services, and decision making.
To identify the stakeholders, analyze the power structures/ability to act, and identify how people are included and possibly excluded in target communities.
To identify barriers and potential to women’s and men’s participation and how both sexes are likely to benefit from the project’s intended outcomes, and to assess and identify ways to ensure adequate participation by the key gender stakeholders.
To provide clear recommendations for possible modifications to the work plan to be gender sensitive and gender inclusive; how to mainstream gender awareness; and to enhance gender equality.
To provide clear recommendations for mainstreaming gender in the project’s M&E process including and specifically in data collection and analysis, to ensure that it supports more and better gender responsive actions and adequately measures impacts in relation to gender equality.
The consultant will submit:
An inception report outlining methodology for carrying out the task;
A first draft and presentation of the strategy and time-bound action plan
A final version of the strategy and action plan, incorporating comments on the first draft
The consultant’s time will be spread over February to March 2021. The total number of days worked should not exceed 12. Deadline for submission will be 31st March 2021.
The assignment will be carried out by one (1) consultant, to be home-based (working from home).
Graduate degree or equivalent in international development studies, gender studies, or related discipline.
Extensive and proven experience creating gender mainstreaming strategies and action plans, using gender analysis tools to monitor and evaluate projects and programs and conducting programmatic gender reviews or audits, and/or
Extensive and proven experience in program management of gender equality, gender mainstreaming or women empowerment policies/projects/programs.
A proven record of providing results within a defined timeframe
An ability to synthesize and present complex information in an understandable, systematic manner
Excellent communication and facilitation skills
Excellent proven written and spoken English
Strong oral and written communication skills
Thorough understanding of gender equality issues and best practices related to addressing gender equality issues as they pertain to forest and wildlife conservation contexts.
Experience in developing gender strategies for development projects and programs in the context of forestry and wildlife conservation contexts.
