DIGITAL MONITORING OFFICER

 

3.a. About APCOM’s online platforms and web-based activities

 

APCOM administers several online platforms to store and disseminate information and engage with the community and stakeholders. In addition to The Source, www.apcom.org, APCOM is also managing its own social media accounts and platforms including Facebook, Instagram, and YouTube. APCOM is also managing several resource online hubs including www.PrEPmap.org, which will be upgraded to www.innovationsmap.org. The new online resource map will present status updates on HIV innovations e.g. Daily PrEP, Event-Driven PrEP, HIV self-testing, ‘Undetectable=Untransmittable’.

 

 

3.b. About TestBKK

 

TestBKK is a HIV testing campaign in Bangkok, and it is a part of the regional TestXXX campaign. Other sites that are part of the regional TestXXX campaign includes Ho Chi Minh City (Vietnam), Hong Kong (China), Jakarta (Indonesia), and Manila (the Philippines).

 

As APCOM’s flagship regional sexual health campaign targeting young gay men in Asian cities with high HIV prevalence among gay men and other men who have sex with men (MSM) demography. The campaign aims to complement the existing testing services in Bangkok in reaching a wider young MSM audience and generating HIV prevention, support, and care service uptakes among them. The TestBKK campaign is part of the U.S. Agency for International Development awarded to FHI 360 called the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project. This is a global cooperative agreement funded by the U.S. President's Emergency Plan for AIDS Relief. The main activities under the conduct a range of activities to reduce HIV transmission among key populations — sex workers, men who have sex with men, transgender persons and people who inject drugs — and to improve their enrollment and retention in HV services.

 

The campaign combines innovative, humorous short videos which highlight key messages about the importance of testing, and a comprehensive web –based resource providing practical information about gay and MSM-friendly services in Bangkok providing HIV tests, as well as general HIV prevention information including the importance of consistent use of condoms and water- or silicone-based lubricants – all targeted at the younger generation that are more on-line based and using dating apps. It also capacitates the community organizations to upskill its staff to do on-line outreach, and being able to reach those that national programmes are not yet able to reach.

 

 

3.c. Roles and Responsibilities  

 

The Digital Monitoring Officer will closely work with APCOM’s Communications Team and TestBKK team to implement APCOM social media activities and TestBKK campaign activities. The position will undertake the following tasks/activities and produce the expected deliverables:

 

  • Lead the development of digital marketing strategy from idea conception to management through project and campaign;
  • work closely with APCOM Communications Office and Campaigns Officer for TestBKK in order to achieve the target;
  • Plan and execute all digital media campaigns and online ads or websites primarily for TestBKK;
  • Analyse performance of all digital marketing Campaigns including APCOM and TestBKK website and social media performance monitoring;
  • Lead on monitoring and administering TestBKK online platforms (Facebook, Twitter, YouTube, TestBKK.org and linking to APCOM.org), and produce a report (on social media performances);
  • Produce short promotional videos, design and memes to promote TestBKK campaigns through associated APCOM’s platforms, and dating apps;
  • Design a comprehensive online-based public relations plan and implement the same during the project period;
  • Provide regular updates on TestBKK Website;
  • Create and develop news blog for TestBKK website;
  • Produce TestBKK Social Media performance report
  • Support the monitoring and administering APCOM online platforms (Facebook, Twitter, YouTube, APCOM.org), and produce a report (on social media performances);
  • Support the managing and administration of APCOM’s communication assets (webpage, e-newsletter, Facebook page) to enable strategic and effective communication between APCOM and its partners in the region;
  • Develop marketing assets as well as managing and administering APCOM’s marketing channels (website, Facebook ad, Google Adwords, etc) to promote and/or disseminate projects’ profile and activities, knowledge products and events;
  • Optimise the reach of strategic online campaigns through digital platforms;
  • Assisting in other duties assigned by the Executive Director.


     

 

KNOWLEDGE AND SKILL REQUIREMENTS

 

4.a. Education

A university degree in communications, marketing, journalism, IT, or other related studies,

 

4.b. Experience
 

  • Experience working with organisations or networks led by, and/or serving, the LGBTIQ communities;
  • 3-5 years of experience in the Digital Marketing field
  • Working experience in digital marketing concepts and ability to develop online strategy and plans;
  • Working experience in operating and administering digital advertisement placements on platforms (including but not limited to Facebook Ads, Google Ads, Twitter Ads, Tiktok, YouTube Ads, etc);
  • Excellent ability on web analytic tools including Google Analysitcs, or data studio
  • Desirable but not necessary - experience in facilitating human rights and/or SOGIESC training to LGBTI Communities and broader population;
  • Desirable but not necessary -  Attended trainings on Human Rights, international instruments, Conventions and Principles on human rights;
  • Proficiency in using Microsoft Office
  • Demonstrated high proficiency in both Thai and English (reading, writing and speaking)
  • Ability to work under pressure, with limited day-to-day support
  • Ability to work independently and as a team
  • Ability to analyse and consolidate information from multitude sources and prepare background papers
  • Ability to meet deadlines with strong attention to detail and quality
  • Sensitive and professional approach to sexuality and sexual health issues
