TERMS OF REFERENCE
CAMBODIAN COORDINATOR FOR THE INTERIM EVALUATION AND COMMUNICATION FOR DEVELOPMENT
Project Background
Plan International (Plan) is implementing a four-year project, Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish), to reduce forced labor and human trafficking (FL/HT) in the recruitment of women and men in the seafood processing sector in Thailand to support the Department of Labor (DOL) Bureau of International Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT).
In February – March 2021, the project will have two data collection activities with Cambodian migrant workers in Rayong province. The first data collection activity is to have focus group discussions with Cambodian migrant workers for the project’s interim evaluation.
And the second data collection is to have focus group discussions with Cambodian migrant workers for updating the Communication for Development (C4D) strategy for producing and disseminating online and printed information, education, and communication (IEC) materials on responsible recruitment, human trafficking, and forced labor.
Task Requirements
Qualified coordinator is required to perform the following tasks during February-March 2021:
Remotely coordinate with the Cambodian focal point of a seafood processing company in Rayong to confirm migrant workers who would potentially participate in the data collection (2 working days)
Assist in organizing online introduction sessions (approx. 1 hour per session) through an online application (e.g., LINE) for migrant workers prior to the data collection period. In case that online application is not convenient for migrant workers, the Coordinator will assist Plan International’s staff in the introduction sessions via phone calls to migrant workers instead of the online introduction sessions (3 working days at maximum. 1 working day for each introduction session)
Assist Plan International’s staff in interpreting between Cambodian and Thai or between Cambodian and English during introduction session (s) for migrant workers (1.5 working days at maximum. 0.5 working day for each introduction session)
Coordinate with the Cambodian focal point and/or migrant workers to get the signed consent form from each migrant worker who are willing to participate in the data collection. (1 working day)
Coordinate with migrant workers to re-confirm the appointment of each migrant worker who will participate in focus group discussions (1 working day)
Update and finalize the appointment schedule according to the template to be provided by Plan International. (1 working day)
Coordinate with migrant workers to ensure their attendance in focus group discussions (0.5 working day)
Assist in interpreting between Cambodian and Thai or between Cambodian and English during the participant introduction part of focus group discussions for the interim evaluation (0.5 working day)
Assist in interpreting between Cambodian and Thai or between Cambodian and English during the focus group discussions on the production and dissemination of communication materials for migrant workers (0.5 working day).
Travel to Plan International’s office in Bangkok as required to assist interpreting in focus group discussions. (Note: Plan International will pay for transportation cost of THB 500 per day)
Deliverables
2.1 Attendance sheet of each online/phone introduction session for potential migrant workers. The attendance sheet template will be provided by Plan International.
2.2 Appointment schedule sheet of confirmed participants in each focus group discussion. The appointment schedule template will be provided by Plan International.
2.3 Attendance sheet of the Coordinator for attending each introduction session and/or focus group discussion at Plan International Office in Bangkok.
The attendance sheet will be provided by Plan International. (in case of the Coordinator is required to travel to Plan International Office)
Qualifications and Experience
3.1 Cambodian native speaking and fluent in Thai or English language
3.2 Prior experience in coordination for scheduling meetings and/or
interpretation
3.3 Have a basic, workable knowledge of online platforms, such as LINE and
Zoom applications
Payment and Payment Schedule
4.1 First installment will be paid after Plan International receives the attendance sheets of all online/phone introduction sessions. The payment fee for the online/phone introduction sessions will be paid according to the actual number of online/phone introduction sessions. (a maximum of 6.5 working days according to the tasks specified in Item no. 1.1-1.3 under Section 1 of this TOR)
4.2 Second installment will be paid after Plan International receives the appointment schedule sheets for all focus group discussions. (a maximum of 4.5 working days according to the tasks specified in Item no.1.4-1.8 of Section 1 of this TOR)
4.3 Travel costs for the Coordinator to come to Plan International’s Office as required. The Coordinator will receive a lump sum travel cost of THB 500 per day. (a maximum of 6 days according to the actual number of day that the Coordinator is required to travel to Plan International’s Office.
Fees will be paid upon the satisfactory completion of the deliverable as previously specified in item no. 3. And the fees will include communication costs, such as phone calls and internet.
