Asian Disaster Preparedness Center (ADPC) is an autonomous international organization that works to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific. Established in 1986, it provides comprehensive technical services to countries in the region across social and physical sciences to support sustainable solutions for risk reduction and climate resilience. ADPC supports countries and communities in Asia and the Pacific in building their Disaster Risk Reduction (DRR) systems, institutional mechanisms and capacities to become resilient to numerous hazards, such as floods, landslides, earthquake, cyclones, droughts, etc. Working across a broad range of specialist areas, ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery, complemented and underpinned by the crosscutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods. Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks. ADPC is governed by its nine founding member countries: Bangladesh, Cambodia, China, India, Nepal, Pakistan, the Philippines, Sri Lanka, and Thailand. The Bangkok headquarters and country offices in Myanmar, Bangladesh, and Sri Lanka host experts who work towards inclusive development goals across our strategic as well as crosscutting themes. As a founding member of ADPC the People’s Republic of China has provided regular support to ADPC to assist in enhancing the Chinese government’s capacity to address disaster risk reduction and climate resilience. To this end China’s financial support to ADPC as well as other financial support from relevant international organizations, the China Program, is to develop and implement capacity building events (trainings, researches, case studies, tools, exchange programs trips, etc.) for Chinese professionals in disaster risk reduction and climate resilience.

1. Statement of Intent:

The Administrative Assistant (China Program) will be responsible for coordinating and assisting the activities under the Director of China Program, OED.

Note:

It is not the intent of this position description to cover every aspect of the position requirements,

rather to highlight the most important areas of personal and joint responsibility. The position may

include some travel.

2. Required Qualifications/ Selection Criteria:

 University degree in the related field such as business administration, public administration, etc.

  • At least two years of relevant work experience in the area of secretarial or service related support.
  • Basic knowledge or experience in scheduling, accounting, budget and financial management preferred.
  • Good interpersonal skills, team-oriented work style and interest and experience in working in a multicultural, international development; a sound skill on problem solving is a must.
  • Good computer skills especially in Microsoft Office (Excel, Word and PowerPoint).
  • Simple graphic designing for book, cover and book layout (Photoshop, Illustrator, Indesign) is a plus.
    Good command of English particularly for writing. Understanding Chinese language is an asset.
  • Good translation skill between English and Thai languages.
  • ​​​​​​Experience in liaison with Thai government agencies.

3. Duties and Responsibilities:

The Administrative Assistant (China Program) will work under the overall guidance of the Director of China Program:

  • Provide general administrative support to the China Program.
  • Assist in the preparation and implementation of travel, logistics around meetings, study tour arrangements (not technical), etc.
  • Prepare supportive actions such as preparation and printing of documentation for meetings and events, management of documentation.
  • Prepare financial and administrative tasks such as preparation of liquidation of expenditures, settlement of advances, support HRA in obtaining visas and other official documentation.
  • Liaise with Thai authorities and international agencies for the implementation of China Program activities.
  • Additional tasks in line with the scope of the position as assigned by the Director of China Program.

4. Reporting Relationship:

  • Reports directly to the Director of China Program.
  • Works closely with other staff of ADPC as requested.

 

5. Contract Duration:

Two (2) year contract with possibility of extension.
