The German government’s international cooperation enterprise for sustainable development, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, operates world-wide on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand. The “Mainstreaming Sustainable Rice through the Sustainable Rice Platform (SRP)” project is currently looking for an SRP Monitoring, Reporting and Impacts Officer.
SRP Monitoring, Reporting and Impacts Officer
Context:
The Sustainable Rice Platform e.V. (SRP) is a global multi-stakeholder alliance launched in 2011, that works to safeguard livelihoods of farmers while minimizing environmental impacts of rice production. It has fostered partnerships to enable farmers to adopt sustainable rice cultivation practices, connected farmers with buyers seeking sustainably produced rice, and driven scale through advocacy. The SRP has proven that by following sustainable practices, smallholder farmers can produce at lower cost, increase net incomes, protect their health, and reduce the environmental and climate footprint of rice cultivation. The SRP Secretariat is responsible for establishing and managing systems and processes to enable the SRP to operate effectively; it supports over 100 SRP Members to engage in these processes.
Project:
The Mainstreaming Sustainable Rice through the SRP project (2020 – 2023) will support the SRP e.V. to upgrade its tools, systems and processes for use at a larger scale – to multiply the production of and demand for sustainable rice.
Project activities will result in a stronger SRP that can coordinate and expand initiatives to reach and deliver tangible benefits to 1 million smallholder farmers by 2023 and beyond the project term.
The project will focus on:
Establish SRP National Chapters to optimize country-level approaches and mainstream sustainable practices through policy measures;
Elevate SRP Standard and Performance Indicators and associated upstream capacity building systems to meet international benchmarks for credible standards;
Increase value of SRP Trademarks and broker relationships with downstream rice value chain actors to expand market penetration;
Engage in data-driven reporting on impacts for more powerful communications and more effective knowledge management; and
Work with scaling partners to drive sector transformation.
Position:
In support of the Sustainable Rice Platform e.V., we are looking for an SRP Monitoring, Reporting and Impacts Officer who will coordinate efforts to (1) oversee the SRP data management system, (2) facilitate robust and transparent reporting on SRP-linked activities and impacts, and (3) meaningfully align SRP metrics and communications with the Sustainable Development Goals (SDGs) and other global sustainability frameworks.
Responsibilities and Tasks:
S/he will rapidly achieve proficiency in the current tools, systems and processes used by SRP in order to serve SRP and its members effectively in the tasks listed below. S/he may be assigned additional tasks to support the SRP Secretariat.
Data Management:
Support the implementation of an SRP data management system and database (to be developed by a third party)
Support the implementation of SRP policies and processes for data management (to be developed by a third party)
Monitoring and Reporting:
Develop a robust monitoring, evaluation and learning strategy for the SRP and coordinate its implementation with internal and external stakeholders
Review and analyze information/data returned by on-the-ground SRP projects on farmer practices, production, and results
Develop (in aggregate) data-backed impact statements and visual aids for robust communications and to inform evidence-based decision-making
Contribute to internal and external reports to highlight sustainability performance of SRP farmers and progress toward reaching the SRP vision and mission
Lead the drafting and production of the SRP Annual Report each year
Global Sustainability Frameworks:
Determine usefulness of data returned by on-the-ground SRP projects for calculating and reporting on SDG-linked metrics
Coordinate a high-profile large-scale study, in partnership with selected SDG Custodian Agencies, to provide an evidence base for contributions of the global rice system to advancing SDGs and to highlight emerging opportunities to scale action
Identify opportunities for data returned by on-the-ground SRP projects to contribute to other global sustainability databases and reporting frameworks (e.g., Global Compact, Green Bonds Initiative).
Qualifications:
We are looking for a candidate who possesses (the equivalent of):
Degree in economics, information systems, international development, statistics or an area that is relevant to achieve the project’s objectives
Minimum three (3) years of experience related to data collection and analysis, monitoring, evaluation and learning (MEL), conducting research and studies or related skills, preferably in the field of international development
Strong analytical skills and demonstrated ability to process, analyse and synthesize complex, technical information into user-friendly formats and products
Strong communication skills and high level of competence in writing and editing reports and other technical communications
Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines, including in multi-stakeholder settings
Excellent Microsoft Excel skills (including basic functions) and familiarity with relational database systems (e.g., MySQL, SQLite, others) to conduct queries for reporting
Fluency in English language is required; Thai and/or German language is an asset
Contract:
This will be a fixed-term contract, starting in December 2020 and running until November 2021 (with high possibility of extension).
Staff onboarded by GIZ will be seconded to the Sustainable Rice Platform e.V. for day-to-day direction on the responsibilities and tasks listed above. The staff will serve as a full member of the SRP Secretariat. The SRP Secretariat is led by the SRP Executive Director.
Duty station will be in Bangkok, Thailand.
