Description: Communications and Outreach Specialist, USAID/RDMA Enhancing Equality in Energy for Southeast Asia Activity, Bangkok, Thailand

Program:

The Enhancing Equality in Energy for Southeast Asia activity (“Activity”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them over the period August 2020 to August 2023.  As a regional Activity, implementation will occur in Burma, Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. This is a is full-time position based in CORE’s office in Bangkok, Thailand.  

 

Position Description:

CORE International is seeking a qualified Communications and Outreach Specialist (“Specialist”) to support this three-year Activity. The Specialist will manage the communications and outreach functions as part of our Activity implementation. The Specialist will collaborate all communications and outreach interventions with long- and short-term Activity personnel and USAID Communications officials.  S/he will be responsible for planning, designing and executing specific aspects of the Activity to inform and educate the public, media, and other specified audiences about the Activity and its accomplishments. S/he will design and execute outreach efforts that further increase the outcomes and impact of the Activity.

The Specialist must be results oriented, with demonstrated ability to engage in collaborative problem-solving. Specialist must have excellent writing, listening, communication and interpersonal skills. Strong presentation skills are also required. Specialist must have the ability to work collaboratively across offices and departments and with Senior Leadership to advance a shared mission.

The Specialist will be based in Bangkok, Thailand for the duration of the Activity (August 2020-August 2023).

 

Responsibilities and Reporting Requirements:

  • Report directly to the Chief of Party (COP) for the Activity in the Bangkok Office.
  • Coordinate all work and deliverables with the USAID Activity Officers through the COP.   
  • Develop or adapt the Activity’s “Outreach Strategy and Action Plan” as needed to account for newly emerging activity priorities and needs under the direction of the client.
  • Develop communications and outreach materials for specific audiences and stakeholders, including policymakers, private sector leaders, university officials, and the public.
  • Create talking points, briefing materials, briefing books, and information packets for presentations as required by the Activity.
  • Draft press releases, media advisories, success stories, and outreach materials.
  • Develop social media content as requested, such as for Facebook, Twitter, Instagram, and YouTube.
  • Oversee development of visual materials, including infographics and video content.
  • Develop content for Activity events, including public workshops, conferences, internal presentations, training programs, and other events.
  • Prepare materials for visits by high-level officials and assist with advance work for event planning including scheduling and material production.
  • Manage online, print, and other communication campaigns to promote the Activity and the Activity’s results.
  • Develop content for external and broad reach.

 

Qualifications, Education, Experience, and Skills:

  • Demonstrated experience in developing, implementing, and evaluating comprehensive strategic communications, media relations, and marketing program to advance program Activity and results.
  • Master’s degree with 5 years of experience working in strategic communications or related field, or Bachelor’s degree with 10 years of experience in strategic communications or related field.
  • Demonstrated experience developing and executing a branding strategy.
  • Ability to develop culturally and socially sensitive messaging and communicate it to a variety of audiences, including the general public, private sector, public sector, NGOs and other stakeholders and associations.
  • Extensive experience writing, editing, and placing pieces in a variety of print and social media channels.
  • Experience with Adobe InDesign or similar desktop publishing software, as well as a graphics design software, a plus.
  • Relationships and experience working with partner governments, donors, and/or the private sector in Southeast Asia.
  • Fluency in spoken and written English.
