TITLE: Senior Education and Field Coordinator – Mae Sot

TEAM/PROGRAMME: Programme Implementation         

LOCATION:  Mae Sot Office 

CONTRACT LENGTH: 1-year contract with possibility of extension

ROLE PURPOSE:

The Senior Education and Field Coordinator – Mae Sot will be responsible for the overall project implementation, coordination and management of Save the Children projects as well as the Mae Sot office management located in Mae Sot District, Tak Province, Thailand. The key roles and responsibilities have shown in details bellowed.

SCOPE OF ROLE:

Direct: Program Director

Dotted Line: Thematic Education Advisor

Staff Reporting to This Post:  6-8 (Under Review)

Direct:  All Project Coordinators (x2) and Refugee Education and Protection Officers (x3), Finance Officer (x1), Support Service Officer (x1), MEAL Officer (x1)

Budget Responsibilities: Budget holder for the Education Projects (EU and DFAT funded), and Budget Holder for Office Running Costs

Role Dimensions: The Senior Education and Field Coordinator - Mae Sot will be a part of Program Team Members, and will work with INGOs/CSO partners, , UN agencies, Relevant Governments as well as CBOs working on theme relevant to SC interest and convergence activities.

KEY AREAS OF ACCOUNTABILITY:

  1.             Oversight and Management of Education Programs based in Mae Sot
  • Responsible for overall implementation of Mae Sot-based programs, and delegates responsibility for delivery of high quality programming in line with the objectives of the country strategy.
  • Provide technical support to partners on the sub-award agreement and compliance. Make sure that the projects’ partners follow through with SCI standards in logistics, management and finance.
  • Ensure programs are implemented well in ways responsive to the communities and children with Save the Children principles, values and strategic plan and also following Save the Children and donor compliance procedures. This includes working with government and national NGO-partners.
  • Ensure that all programs have clear work plans including phased budget plan, detailed implementation plan, and M&E plans as well as timely update the projects’ progress and raise the key challenges if needed
  • Provide overall management support for the effective implementation of activities; including control over budget expenditures, while ensuring transparency and compliance with donor regulations.
  • Support Mae Sot project budget holders (Child Protection and Migrant Education) so that award-related activities are completed on time, on budget, and achieve their target objectives.
  • Participate in monthly budget review meetings and regular project meetings, being accountable to management questions regarding the projects and working with the project teams to adjust plans as required.
  • Coordinate with the technical advisors, awards and finance teams to ensure preparation of timely and high-quality progress reports, program reports, and donor reports.
  • Oversee and monitor partners' performance in accordance with the agreement and as required per Save the Children policies and procedures.
  • Ensure that all awards are closed out or phased out properly, i.e., according to award management guidelines and government requirements.
  • Serve as the sole award budget holder on some awards - leading on developing and revising the project management tools on timely basis.
  1.             Program Development and Quality

Working with Program Team (i.e., Thematic Technical Advisors, MEAL, Supply Chain, Advocacy, and Communications and Campaigns Leads.

The Senior Education and Field Coordinator - Mae Sot will support the following:

  • Overall accountable for the quality of project outcomes, ensuring project implementation is aligned with SCI quality standards, child safeguarding policies, and technical quality benchmarks and that Mae Sot projects are integrated across CP and Education
  • Review proposal budgets and work plans to ensure viability of all proposed plans
  • Liaise with proposed partners in project design
  • Lead project teams, and work with MEAL and Technical Advisors to ensure that baseline and endline surveys as well as other evidence-building research studies are implemented effectively
  • Implement MEAL tools to track and report on accomplishments and challenges, and link learning to continuous program improvement
  1.             Representation, Advocacy and Communication
  • Work with Thematic Advisors and Advocacy, Communications and Campaign Leads, on coordination and advocacy with government, non-governmental and international partners on issues concerning migrant and refugee education.
  • Co-Lead the Education Sub-Committee (Refugee Camps), ensuring proper education service provision, including COVID-19 adapted response, and ensure advocacy efforts are coordinated within this space
  • Coordinate with the relevant Thematic Advisors, to represent Save the Children at with key government partners such as MOI, CCSDPT, UNHCR, OBEC.
  • Contribute, as requested by the National Director, Program Director and Thematic Advisors to the development of the country strategy plan, annual work-plans and budgets as well as the country annual report
  • Work with the Thematic Advisors (CP & Education) to ensure high quality communication products linked to project and program objectives.
  1.             Staff and Office Management
  • Manage the Mae Sot-based project teams; define expectations, provide leadership and coordination across projects.
  • Develop and update job descriptions, which clearly define the roles and responsibilities of the staff under his/her supervision.
  • Ensure the recruitment, training, and promotion of staff as appropriate through appropriate professional development opportunities.
  • Ensure that staff are trained on SCI policies, procedures and guidelines such as: Safeguarding and Anti-Fraud, Diversity and Inclusion, Anti-Harassment.
  • Conduct regular staff one-to-one meeting and quarterly participatory appraisals to assess performance and development of staffs under his/her supervision.
  • Incorporate staff development strategies and Performance Management Systems into team building process.
  • Establish measurable objectives, and ensure regular feedback on these through coaching, mentoring and other developmental opportunities; documenting performance that is less than satisfactory and providing recognition for good work.
  • Oversee the operation of the Mae Sot Field office and ensure the safety and security of the office and assets

QUALIFICATIONS 

  • Master degree preferably in relevant qualification in Education or Social Administration.
  • Demonstrated skills, experience (at least five years), and knowledge in project management, specific experience in education development sector a plus.

EXPERIENCE AND SKILLS

Essential

  • At least five years professional working experience, development sector preferred.
  • Experience and knowledge of effective financial and budgetary control.
  • Experience managing a diverse team.
  • Demonstrated knowledge of Education technical issues such as teacher training, curriculum development, assessment.
  • Ability to analyze information, and to document and report.
  • Ability to, and experience of, delivering training in Education related issues.
  • An in-depth understanding of context of the migration and refugees.
  • Significant experience working and building relationships with government officials and local partners.
  • Excellent interpersonal, communication and presentation skills, including good level of written and spoken English.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Ability and willingness to travel frequently domestically (including to remote areas), and internationally as assigned.

Desirable

  • Experience managing EU and/ DFAT projects
  • Experience managing a field office in complex settings
  • Proficiency in Myanmar or Karen Language
