Position: Malaria Dataset Designer in Thailand: Consultancy

Reports to: Jui Shah, Chief of Party (COP)

Level of effort: As soon as possible to December 31, 2020.  40 Days.

Purpose of Assignment: Provide information technology (IT) assistance to the Division of Vector-Borne Disease (DVBD) to design and installation of new essential datasets in its malaria information system (MIS).

Assignment: RTI International is implementing Inform Asia: United States Agency for International Development’s (USAID’s) Health Research Program. The goal is to support malaria elimination in Thailand by 2024 and in Lao PDR by 2030 through the following three intermediate results (IRs):

• Strengthen the malaria surveillance system in Thailand and Lao PDR
• Evaluate strategies and tools for implementation and scale-up for malaria elimination
• Strengthen the capacity of the national malaria programs to generate, analyze, and use strategic information.
  RTI will hire a local consultant with experience programming in Tableau to design and implement new automated dataset queries and reports in Thailand’s MIS. 

The MIS currently features several dashboards and datasets that autopopulate indicators of interest in real time. Data elements that are not included in one of these standardized dashboards and datasets are stored in the MIS, available to data users only through manual extraction by the IT-DVBD team.

The consultant will support IT-DVBD to design three new datasets for the MIS that capture meaningful indicators:

1. Routine national surveillance
2. Subnational verification
3. PMI quarterly report for its M-DIVE initiative

 This work aims to address evolving data needs, generate strategic information, and facilitate data use to accelerate malaria elimination in Thailand.

 The consultant will be functional in both Thai and English languages, and he/she will have strong relational database knowledge. The consultant will also understand SQL commands and be familiar with Microsoft SQL servers.

Specific work and deliverables:

• Attend kick-off meeting to finalize implementation plan with timeline.
• Work with Inform Asia to finalize a list of standardized indicators for general national surveillance (with data dictionary) and a list of standardized indicators for subnational verification (with data dictionary)
• Liaise with Inform Asia team to design the three new report queries and dataset templates for MIS in Tableau
• Liaise with IT-DVBD team to design and install the three new report queries and dataset templates for MIS in Tableau
• Participate in weekly check-ins with the COP
• Inform the COP of any obstacle to implementation or challenges in achieving any of the deliverables so that the COP and consultant can work together to overcome
• Conduct troubleshooting of all deliverables and present results to DVBD and Inform Asia

Write narrative progress updates to support quarterly program reporting and other ad hoc reporting requests, as required.
