Explosive Ordnance Risk Education Project
TERMS OF REFERENCE
Project name: Consultancy for Explosive Ordnance Risk Education Strategy review in Thailand
Handicap International, running its program under the operating name Humanity & Inclusion (HI), is an independent and non-profit international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, its action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI is currently implementing projects in more than 50 countries worldwide, including Thailand. In addition to other projects, HI currently implements an Explosive Ordnance Risk Education (EORE) project in all 9 temporary shelters along the Thai-Myanmar border.
In July 2020, an international consultant was selected by HI to review the strategy of HI EORE project in Thailand. In the framework of the current COVID-19 pandemic, due to international travel restrictions, the consultant will not be able to travel to the project locations. The consultant (who will be the consultancy team leader) is therefore seeking to identify a national MEAL specialist who can conduct field work as described below.
GLOBAL OBJECTIVE OF THE POSITION:
The main responsibilities of the MEAL specialist are to provide key support to the consultant Team Leader in the roll-out and implementation of consultation activities by managing 28 data collectors from 9 temporary shelters targeted by HI in Thailand.
In addition, the candidate should implement at least by the following methodology:
- Interviews with the relevant teams’ members who are in charge of delivering EORE sessions. The assessment peruses to figure out the weaknesses and strengths sides.
- Focus Group Discussion with the receivers of the RE sessions, beneficiaries, to get more detailed information about the methodology followed over the RE sessions.
- Observation: being close to the sessions would allow us to gather timely-real information about the sessions.
RESPONSIBILITIES AND TASKS DESCRIPTION
- PROJECT ACTIVITIES IMPLEMENTATION
- Participate in development, implementation, and assessment monitoring of consultation activities at the field.
- Manage 28 data collectors to deliver a field assessment/ survey using different type of methods (semi-structured and structured interviews, in-depth questionnaires, and Focus Groups Discussions).
- Review and evaluate the RE sessions tools and methodology used by HI team by:
- Participate in revising the existing HI M&E tools and methodologies currently in use to monitor HI EORE project impact and identify gaps and recommendations.
- Monitor and evaluate number of RE sessions delivered by HI RE team at field level.
- Support data analysis for accuracy, flag validation or quality issues, and contribute to system fixes
- Ensure quality and timely submission of reports; manage preparation of additional reports for Team Leader as required
- Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor the implementation of the consultancy activities and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices
- Provide technical leadership and support to field consultancy team, especially the data collectors, in implementing M&E activities and provide training as needed
- Create and integrate graphics in reports and information products to help visualize data in a meaningful way
- Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism
- Support recruiting, interviewing, and training new data collectors’ staff and/or others
- Support Team Leader to deliver consultancy activities such as training, coordination, etc of the project target groups.
- Close coordination with the Team Leader to ensure the quality of the work is in line with HI standards.
- Actively participate to internal meetings in preparation for the next week’s planning and discuss activities, issues, ideas…
- Submit activities report to the Team Leader and update it based on the received feedback
- Perform any other tasks as requested by the team leader
- SKILLS AND QUALIFICATIONS:
- Bachelor’s degree required, Master’s degree in statistics, demography, public health, or international development preferred
- Minimum of five years of experience working in the field of monitoring and evaluation
- Proven success in designing, implementing, and operating M&E systems from project initiation to close out
- Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
- Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
- Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
- Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
- Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient work flows and procedures
- Ability to manage critical relationships with diplomacy and tact and engage a wide range of stakeholders including the institutional partners, host country government officials, actors, and peer organizations
- Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication. Karen is a strong asset.
- Strong reporting skills and ability to prepare quality narrative reports.
- Strong attention to detail, organizational. and time management skills
- Strong team management, problem-solving skills and ability to work under pressure and meet deadlines. The candidate should be prepared to work during weekend if needed
- The candidate should be available to travel to Mae Sot and 9 temporary shelters along the Thai-Myanmar border: namely Mae La, Umpiem, and Nu Po, in Tak province, Mae La Oon, Mae Ra Ma Luang, Ban Mae Surin and Ban Mai Nai Soi camps in Mae Hong Son province, and Ban Don Yang and Tham Hin camps in Kanchanaburi province
- Computer proficiency in Windows environment (use of MS Office package, Internet, Skype)
Duration: 4 weeks.
Type of contract: short-term service contract.
Base: Thailand, Mae Sot with regular trips to 9 temporary shelters. HI is generously hosting the working place for short period.
Line management: international external consultant, Team Leader (remotely)
Collaboration with: HI Project Manager and HI MEAL team.
