Terms of Reference for video production

for Safe Internet Project

 

  • I. Background

The online world is a vast learning space to foster skills and growth for children and youth. However, there are risks when they enter the online world, such as exposure to violence, inappropriate content, scams, or addiction. Cyberbullying has become common with one in three children and youth report having been bullied online. Moreover, it is found that lesbian, gay, bisexual, transgender, intersex, or questioning (LGBTIQ+) children and youth are more at risk as approximately one in two (48.5%) of self-identified LGBTIQ+ children and youth face cyberbullying. This data also correlates with research conducted by Mahidol University, Plan International, and UNESCO Bangkok, which found that one in two self-identified LGBT students faced bullying. Moreover, it was also found that students who were perceived as LGBT but did not identify themselves as LGBT were also targets of bullying based on sexual orientation, gender identity, expression, or sex characteristics (SOGIESC).

 

Plan International Thailand, in partnership with dtac, and Phayao Youth News Agency, have established the “Safe Internet” project to promote child online safety and respect for diversity, focusing on addressing SOGIESC-based cyberbullying. As offline behaviors are highly correlated with online behaviors, the project aims to also promote positive offline behaviors through engagement in the schools. The project will train 16,500 students in 15 schools in digital literacy and resilience. The teachers in target schools will be built capacity on being the safety nets for students. The video is part of the project and will be used as a learning tool for activities with students and teachers.

 

  • II. Objective of the TOR

The objective of this assignment is to produce a video to be used as a learning tool. The video will reflect the situation of cyberbullying to provoke discussions. This video will be used during school outreach activities and will be given to teachers at the capacity building workshop.

  • Understanding cyberbullying
  • Types of cyberbullying
  • Causes of cyberbullying
  • Impact of cyberbullying
  • Dealing with cyberbullying

  1. Qualifications
    1. Demonstrated technical expertise on production of high quality video content;
    2. Relevant working experience in creative content for children/youth and thorough public knowledge of the children’s cyberbullying context;
    3. Understanding and sensitivity towards sexual orientation, gender identity, expression, and sex characteristics (SOGIESC)
    4. Sound organizational human resource capacities and financial liability;
