As an international cooperation enterprise for sustainable development with worldwide operations, the German government owned Deutsche Gesellschaft fuer Internationale Zusammenarbeit  (GIZ) GmbH operates on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand.  For a project on “Advancing and Measuring Sustainable Consumption and Production (SCP) for a Low-Carbon Economy in Middle-Income and Newly Industrialized Countries (Advance SCP)” we are currently looking for a Project Coordinator.

Southeast Asian countries have expressed their concern and committed to play a proactive role in addressing climate change through their declarations at the recent UN Conferences on Climate Change. The ASEAN Vision 2020 calls for “a clean and green ASEAN” with fully established mechanisms to ensure the protection of the environment, sustainability of natural resources and high quality of life for the people in the region. Green Public Procurement (GPP) and eco-labeling are important instruments to increase sustainable consumption and production and at the same time contribute directly to reduce GHG emissions. Recently, these instruments have gained more and more importance in the region. Some countries have already started to implement GPP and eco-labeling, yet the levels of implementation are different across the countries because of various factors: lack of GPP supporting policies, legal framework and requirements, public awareness, availability of existing systems such as the use of eco-labeling as a means for development of GPP criteria.

 

The project will contribute to climate change mitigation by promoting the development or mainstreaming of SCP policy frameworks supportive of low carbon economies, the strengthening and uptake of Sustainability Information Systems and tools to reduce GHG emissions through better informed decisions among consumers. Baselines will be measured and high impact opportunities for GHG reductions in key sectors will be identified, taking into account potential trade-offs, as well as economic and social impacts. 

 

In the Southeast Asian region, being one of the biggest consumers, the governments will activate the creation and strengthening of green and climate-friendly markets through the establishment of specific standards for public procurement, using a huge potential for reducing GHG emissions. Climate friendly eco-labels contribute to a change in production and consumption patterns towards a low-carbon economy. The project is focusing here on the countries Thailand, Malaysia, Indonesia and Philippines.

 

The project is based in Thailand with regional offices in Malaysia, Indonesia and Philippines.

 

Responsibilities:

The incumbent is responsible for:

  • autonomously implement activities of the project related to Thailand;
  • autonomously develop the partner network; particularly cooperate and coordinate with the Pollution Control Department (PCD), Department of Environmental Quality Promotion (DEQP) and Office of Natural Resources and Environmental Policy and Planning (ONEP) of Ministry Of Natural Resources and Environment (MONRE), but likely also with the MTI and its BoI, National Innovation Agency (NIA) and universities, as well as other public, non-governmental, development and private organisations in Thailand;
  • autonomously liaise and cooperate with GIZ Thailand country office and realize synergies with bi-lateral and global projects, particularly RACNAMA;
  • autonomously draft ToR, develop contracting and supervise contract implementation.
  • support the development of the implementation strategy, action planning and monitoring of project activities in line with project goals jointly with partners and the management;
  • support efficient sustainable knowledge transfer and capacity development.

Focus of the Thailand component is Green Public Procurement, eco-labelling and Circular Economy innovation capacity development of the country. The latter are supported with two pilot projects: the first co-founded by the global Export Initiative and in collaboration with the Lab-of-tomorrow (LoT) project aims at innovation making in Single-Use Plastic avoidance, the second will collaborate with the RACNAMA project on Refrigeration and Air-conditioning (RAC) sector innovation making. Other topics that might emerge are innovative approaches to mass-scale SCP awareness creation, the development of the monitoring reporting and verification (MRV GPP) capacity and value and supply chain greening of the manufacturing industry, and others.

 

The project coordinator

 

  • enables collaborative development of action plans, result- based monitoring system and other management tools for the efficient and effective implementation of the project,
  • develops autonomous contract and manages with third parties, including liaison with HQ and respective GIZ country office;
  • provide professional advice to and cooperate with a broad range of stakeholders and target groups;
  • organises the day-to-day operational management of the project within the country: control project implementation and timely provision of deliverables, quality control, facilitation and coordinates of short-term experts, etc;
  • sets-up knowledge management as well as transmission of innovation to a wide range of persons;

  • coordinates with management to develop admin and project functions within the country, such as communication, reporting lines, internal rules, etc.
  • coordinates with management to develop finance functions, such as cash-flow, budgeting, controlling, integrity management, etc.

 

  1. Other related tasks

The project coordinator

  • closely coordinates and regular communication with the management (i.e. team meeting and Jour Fixe) to consult, reflect and jointly develop the strategic orientation of the project;
  • actively contributes to GIZ Thailand internal coordination/knowledge management structures, such as clusters, relevant working groups, country planning, etc.
  • support the management in strategic development of the project, including network development, acquisition of funds, private sector development, etc.

 

  1. Required qualifications, competences and experience

Qualifications

  • Bachelor, preferable Master degree, in a course related to the project/program’s issues, specialisation in a field related to environmental science/management, and/or business/public administration;
  • proven experiences in working for GIZ projects, preferable coordinating countries’ activities;
  • experience with green public procurement and eco labelling; 
  • plus 5 years relevant occupational experience in project management, planning and coordination;
  • experience in working with Thai government institutions, particularity the Pollution Control Department (PCD) and MONRE organisations, regarding the environmental management;
  • good understanding of sustainable consumption and production, green public procurement and/or eco-labelling in Thailand.
  • ability to work independently and to do travels within the region and globally.

 

This will be a fixed-term contract, starting as soon as possible and running until July 2020.
