RTI is seeking an Organizational Development (OD) Specialist for the two-year USAID-funded, Sustainable Fish Asia (SUFIA) Local Capacity Development program. The goal of this program is to improve the management of marine biodiversity and fisheries resources in the Indo-Pacific region by reducing unsustainable fishing and illegal, unreported, and unregulated (IUU) fishing. This position will be based in Bangkok, Thailand. The program will have two primary areas of activity: (1) conduct organizational capacity assessments and deliver capacity development services to two regional fishery support organizations; and (2) conduct private sector engagement assessment for the fishing industry in Asia. 

The OD Specialist will lead the work on the SUFIA program’s first area of primary activity: conducting organizational capacity assessments and delivering capacity development services to regional fishery support organizations. This will be a senior level position and the successful candidate will be in charge of creating organizational diagnostic tools and managing consultants to conduct organizational assessments and capacity building services. The candidates should have a proven track record of leadership and the proven ability to strengthen non-governmental organizations for improved performance. Roles and Responsibilities:

  • Customize organizational measurement products based on RTI, USAID, and other organizations’ tools in this area.
  • Work closely with a Bangkok-based regional secretariat to conduct an organizational capacity assessment and capacity development action plans.
  • Provide on-site capacity development services (training, coaching, mentoring, etc.) and product (manuals, bylaws, policies, etc.) creation.
  • Identify and manage consultants for supplementary capacity development services.
  • Help organizations identify and procure equipment, software, and other tools.
  • Oversee work of capacity development consultants in Indonesia and elsewhere; some travel will be required.
  • Provide perioding evaluations and reports of work and partner activities.

 

Qualifications:

  • Minimum of 7 years of proven practical experience in Organizational Development, Public Administration, and/or Human Resources Management.
  • Advanced degree in Public Administration/Institutional and Human Resources Development, and or other related fields.
  • Experience in conducting organizational diagnostic and change/ restructuring exercises.
  • Strong interpersonal and communication skills and ability to work with people from all levels of an organization on coaching and mentoring for capacity development.
  • Must have written and spoken fluency in both Thai and English
