Position Title               :  Senior Supply Chain Assistant

Duty Station                :  Mae Sot, Thailand

Classification              :  General Service (G-6, THB 90,432.33 per month)

Type of Appointment  :  One Year Fixed-Term Contract

Initial 12 months with possibility of extension

Estimated Start Date  :  As soon as possible

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM is committed to the principle that migrants and society benefit from humane and orderly migration. IOM began operations in Thailand in 1975, assisting with the resettlement of refugees in countries where they could obtain permanent residence. Since that time, IOM activities in the country have significantly expanded in terms of both their geographic scope and target populations.

In 2023, IOM is the largest UN agency in Thailand, with over 350 personnel, five offices and eleven mission sites. The northern offices are Mae Sot, Mae Hong Son, Mae Sariang, and Chiang Mai. 

Under the direct supervision of the Head of Sub-Offices and overall supervision of the National Resources Management Officer, and in close coordination with the Resources Management Unit in Bangkok, Thailand, the Senior Supply Chain Assistant is responsible for assisting the management of procurement and logistics activities in the sub-offices of Mae Sot, Mae Sariang, Mae Hong Son and Chiang Mai.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Follow up that all the purchasing procedures are being taken in place, following IOM policy and guidelines;
  • Assist in sending purchasing requests to trustable vendors and evaluate the proposals in coordination with Project Managers;
  • Assists in the preparation of BIDS Analysis, purchase requisitions, and quotations and ensures the completion of IOM forms and their corresponding signatures;
  • Draft service agreements according to project demands;
  • Monitor that on-site suppliers IOM stakeholders such as the cleaning firm and security guards are meeting their obligations, and report any discrepancies to the Head of Sub-Offices;
  • Maintain files, databases and tracking tools of the unit. 
  • Monitor stock level of consumables, supplies, and other materials needed by the office and alert on the need to restock;
  • Conduct outdoor activities for checking prices, making small purchases, collecting and delivering documents and other goods;
  • Support the coordination of transportation needs and drivers’ movements; verify all logbooks are properly maintained and monitor fuel consumption and vehicle’ maintenance records;
  • Support the organization of meetings, workshops, trainings;
  • Follow up on contractors doing work on the office premises. Conduct regular inspection of office premises and verify functionality of the entire office and equipment;
  • Monthly update of the open purchase requisitions status;
  • Assist in looking for new providers of goods and services to offer a better service to projects. Additionally, support the process of contracting services and consultancies, following up on the completion of IOM forms with each vendor;
  • Review, record, update status and prioritize the purchase requests, purchase orders and verify vendor invoices prior submit for payment processing;
  • Perform such other duties as may be assigned.

 

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • High School diploma with six years of relevant professional experience; or
  • University degree in Business Administration, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience.

 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

EXPERIENCE

  • Experience in procurement and logistics and working with vendors and service providers;
  • Experience with asset management process;
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage;
  • Experience working in an international organisation an advantage.

 

SKILLS

  • High level of computer literacy;
  • Knowledge of SAP highly desirable;
  • Ability to work with national and international institutions;
  • Ability to prepare clear and concise report;
  • Excellent communication and negotiation skills.

 

4. LANGUAGES

  • Fluency in Thai and English (oral and written) is required.
