Introduction 

The Education Programme is committed to providing access to quality education that promotes peace and fosters a culture of understanding and empathy within educational settings. To that end, the organisation is recruiting an individual consultant or consulting team to develop a comprehensive Peace Education Manual for teachers alongside a corresponding Student Workbook. These resources will empower ethnic educators to integrate peace education principles into their teaching practices and provide students with engaging activities to cultivate skills for conflict resolution, empathy, and global citizenship.

 

Background 

In response to these challenges and inequities, the Education Programme was established in 2013 as a multi-donor program to support the provision of education services for marginalised, under-served children, particularly focusing on children in ethnic states and regions. We support:
Phase 1 (2013-2017) strategy focused on funding a number of local and international NGOs to extend service delivery, strengthen civil society organisations, and to promote collaboration, knowledge sharing, and civil society participation in policy reform. 
Phase 2 (2017-21) strategy shifted our focus to strengthening the complementary education systems, with an aim to support durable improvements in the quality of teaching and learning for children attending schools operated by complementary education systems, including ethnic and monastic education. 
Phase 3 (2021-25) strategy will build on our programme accomplishments to date, drawing on Phase 2 progress and learning to further advance the program goal. It will continue working with selected education providers to strengthen their capacity to deliver and sustain good quality learning opportunities for hard-to-reach children and promote gender equality, disability and social inclusion (GEDSI) in education.

1 Inception Report 3 days The consultant (or consulting team) will conduct a desk review of international practices in Peace Education in conflict-affected education contexts, a scan of current practices of integrating peace into the curriculum among ethnic education service providers and identify the content of the manual and outline of the student workbook and seek review and approval from the Education Programme. Inception report outlining the structure, providing an approach to producing the Peace Education Manual (for teachers), the Student Workbook, and references to be reviewed. 
2 1st Draft of Peace Education Manual for Teachers 10 days Drafting of the Peace Education Manual for Teachers that includes background concepts, age-appropriate teaching methodologies, references reflective of international best practices, and approaches to contextualise to the ethnic education contexts in consultation with partners. First draft of the Peace Education Manual
3 Preparation meeting and Presentation of the Manual to the Education Programme and partners 1 day Turn in the complete first draft of the Manual to the Education Programme and partners

Lead presentation showcasing the draft Manual in easy-to-follow format, facilitate discussion and feedback from the Education Programme and partners, to inform the second draft.
PowerPoint presentation, which summarises the contents of the first draft, as well as any notes from discussions with the Education Programme and partners
4 2nd Draft of Peace Education Manual 3 days Incorporate the Education Programme and partners’ feedback to create a second draft of the Manual.

Turn in the second draft into the Education Programme for final notes
Feedback-informed second draft of the manual
5 Final Peace Education Manual for Teachers 3 days Following the Education Programme's formatting and publication guidelines, proof-read and edited, with required annexes. 
Submit the final version of the Manual
Finalised Manual which must be approved and accepted by the organisation.
6 1st Draft of Student Workbook 10 days

Drafting of the Student Workbook that contains developmentally appropriate activities, reflections, and exercises to engage students in exploring concepts of peace, diversity, and conflict resolution.

Additionally, the Student Workbook will include a list of further accredited peace education resources students can use.
First draft of Student Workbook
7 Preparation meeting and Presentation of Student Workbook to the Education Programme and partners 1 day Turn in the complete first draft of the Workbook to the Education Programme and partners 
Create and present an overview (PPT presentation) of the Workbook draft to the Education Programme and Partners 
PowerPoint presentation overview summarising the contents of the first draft
8 2nd Draft of Student Workbook 3 days

Incorporate the Education Programme and partners’ feedback to create a 2nd draft of the Workbook

Turn in the 2nd draft of the Workbook into the Education Programme for final notes
Feedback-informed second draft of Workbook
9 Final Draft of Student Workbook 3 days Submit the final version of the Workbook Finalised Workbook

 

Qualifications, Background, and Experiences

 

Submission Requirements

Proposals must include both a Technical Proposal and a Financial Proposal. 

Manual Development Methodology: Describe the proposed approach and methodology for conducting manual development, including research-evidence-based practices in peace education in the ethnic education context.

Evaluation:

The consultancy will be evaluated based on demonstrated expertise in the quality, usability, and relevance of the Peace Education Manual and Student Workbook, as well as the consultant's adherence to the agreed timeline and budget.
