II. Organizational Context

 

The United Nations Office on Drugs and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights.  

The UNODC Regional Office for Southeast Asia and the Pacific’s (ROSEAP) Regional Programme outlines the proposed scope and focus of UNODC work in the region for the years to come. It provides a framework for delivering a coherent programme of work to: (i) give clear focus to supporting Member States and regional partners in achieving priority crime and drug outcomes; and (ii) increase the responsiveness, efficiency and effectiveness of UNODC support to the region.

The Regional Programme focuses primarily on crime and drug challenges that are best addressed through coordinated cross-border and intra-regional cooperation. There are five Sub-Programmes under the Regional Programme:

  • Transnational organized crime
  • Anti-Corruption
  • Terrorism Prevention
  • Criminal Justice Systems
  • Drugs and Health, and Alternative Development                                                                                                                       

 

 

III. Functions / Key Results Expected

Under the overall supervision of the Executive Associate, the Messenger/ Driver will provide messenger service and general transportation service to UNODC Regional Office for Southeast Asia and Pacific and assist on immigration and visa application submission. The incumbent will perform other administrative duties as required in order to contribute to an efficient operations in the Regional Office.

The incumbent will fulfill the following tasks:

  1. Ensure provision of reliable messenger services focusing on achievement of the following results:
  • Sorting, delivery and pick up of mail and other documents between UN agencies, Embassies, government offices and other UNODC counterparts at regular intervals. Maintenance of records as required;
  • Packaging/packing of material received for dispatch; labeling, inserting material in envelopes and franking outgoing mail;
  • Sorting documents; filing correspondence and maintaining required files up-to-date;
  • Courier of documents to government authorities in enabling key UNODC transactions and protocol matters.
  1. Ensures provision of reliable and secure driving services focusing on achievement of the following results:
  • Backstopping drivers in driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items;
  • Backstopping drivers in meeting official personnel and visitors at the airport, attending to visa and customs formalities when required.
  • Performing minor repairs and arrange for other repair and daily maintenance of the office vehicle and ensure that the vehicle is kept clean;
  • Logging all official trips and daily mileage;
  • Ensure that steps required by traffic and regulations are taken in case of involvement in accident.
  1. Ensure provision of support on immigration and visa related for UNODC staffs and visitors of the following result:
    • Facilitating immigration formalities as well as submit visa application and pick up the visa for UNODC staffs and visitors, taking into account frequent travels of staffs.
  2. Ensure provision of support on administrative tasks of the following results:
    • Supporting all UNODC staffs in making photocopy of documents, and binding reports.
    • Labeling envelopes and assist in sending and picking up mails/ express mails.
    • Contacting with banks and other organization for bank transactions, paying bills and other ad hoc errands.
    • Overseeing general office maintenance needs and inform supervisor if any repair or maintenance needed.
    • Performing other work-related duties as assigned.

V. Recruitment Qualifications

Education:

  • Completion of Secondary education.

Experience:

  • Minimum 2 years of relevant experience as a messenger, a driver and administrative support;
    Have a valid driver’s license;
  • Safe driving record is required;
  • Knowledge of driving rules and regulations is required;
  • Knowledge of basic automotive maintenance procedures;

Language Requirements:

Fluency in speaking and written Thai with basic English skill

Other Desirable Skills:

Own motorcycle;

Ability to lift heavy loads;
