IT Developer/Officer

Background:

 

Dreamlopments (DLP) is a not-for-profit organization made of Dreamlopments Social Enterprise and Dreamlopments Foundation, registered in Thailand since 2015 and 2019. DLP works on aid and development for most marginalized communities.

 

DLP is running in Tak, Sakaeo, Kanchanaburi, Chiang Rai and Ubon provinces the Migrant Fund (M-FUND), a project of low-cost not-for-profit health access fund for migrants not covered by any government health insurance. M-FUND uses a digital application specifically designed for the management needs of the project. The application requires constant improvements/optimization, troubleshooting, and new features development.

 

As a “young” and rapidly growing organization, DLP needs progressive built-up of its IT equipment and work environment.

 

DLP is looking for a full-time IT Developer and Officer (ITDO) to assist in the continued IT development of the M-FUND application, as well as support the organization for optimization of IT equipment use.

 

 

Job overview:

 

The ITDO is a full-time staff of DLP and reports directly to the President (Pst) and Head of Programs (HP). The ITDO works in close collaboration with the M-FUND teams present in all project sites.

 

The ITDO leads overall improvement and maintenance of M-FUND application. He/she conducts rapid troubleshooting of technical errors of the application, as reported by the project team users. He/she works on development of new features, suggests and/or implements coding improvements. He/she is eager to learn and develops progressive knowledge of the project needs. He/she guides purchase and use optimization of all IT equipment for the organization.

 

 

Specific tasks and responsibilities:

 

Learning about M-FUND application, field visits and support

  • The ITDO will need to learn about all existing features of the M-FUND application, under guidance from the current IT Programmer, during a period of transitioning.
  • The ITDO will need to conduct, at the beginning of employment and occasionally thereafter, field visits to project areas, to understand the context and nature of operations.
  • Maintain good communication with the different project teams, to offer optimum response and support.

 

M-FUND application code improvement and troubleshooting

  • Implement improvements of coding of the M-FUND application.
  • Assist in strengthening testing functions of the application.
  • Work to offer rapid assistance to fix technical problems that may arise with the application, including when new features are released and being tested.

 

Development of new features for the M-FUND application

  • Work to develop workflows for new functionalities needed in the M-FUND application.
  • Implement coding of new application functionalities.
  • Assist in conducting testing of new features.
  • Coordinates other developments/improvements of the application in collaboration with outsourced technical partners.

 

Development of new application

  • Coordinate development of a new phone-application of the M-FUND digital platform, including through technical partnerships.
  • Develop features and workflows of another new digital application that will complement M-FUND project in the future.
  • Implement coding of the new applications.
  • Assist in conducting testing of new features, troubleshooting of errors.
  • Monitor use of the new applications. 

 

Organization IT equipment and systems

  • Conduct assessment of IT equipment and work environment.
  • Guide purchase and installation of new IT equipment and systems.
  • Guide maintenance/upgrading approaches.

 

Other

  • Work on other tasks, as directed by the President, or the HP

 

 

Qualifications required, and profile:

This position is open for Thai nationals only.

 

Education:

  • University degree or diploma in computer science, software development, or equivalent field.

 

Experience:

  • At least 2-year working experience in IT programming, software development.
  • Experience developing phone applications a strong plus.

Technical Skills:

  • Experience with C#, Python (preferred) or other OOP language.
  • Relational database design.
  • Experience in GIT, SQL, VueJS, Laravel a strong plus.
  • Experience in system administration, technical support.

 

Personal skills and competencies:

  • Excellent organizational and planning skills.
  • Strong attention to detail, driven to produce quality work.
  • Self-motivated and goal-oriented.
  • Eager to learn new skills.
  • Ability to handle multiple tasks and sometimes manage demanding schedules to deliver high quality results on time.
  • Service minded, flexible approach to working hours.
  • Excellent communication skills and strong interpersonal skills.
  • Proficiency in English to Intermediate B1 level.
  • Interest in development and assistance projects, including for marginalized populations.

 

 

Working Environment:

 

  • The position is based in DLP Bangkok office, but requires regular travel to project areas, in Tak, Sakaeo, and other locations.
