Tiger Project Officer

Position title: Tiger Project Officer, WWF Thailand

Directly reports to: Project Manager, WWF Thailand

Location: Project field office, Bangkok, Kamphaeng Phet, Nakhonsawan, Tak Provinces

 

I.             Background

For over 50 years, WWF has been protecting the future of nature. WWF’s unique way of working combines global reach with a foundation in science, involves action at all levels locally to globally, and ensures the delivery of innovative solutions that meet the needs of both people and nature. WWF has been working in Thailand since 1983 and established a country office in 1995. WWF Thailand has been working on tiger conservation for more than a decade, with activities in support of tiger prey monitoring through use of camera traps, technical and funding assistance for SMART patrol, tiger prey augmentation and community education and outreach.

 

II.           Major Function

The tiger project officer provides support to the project manager by implementing and coordinating the tasks of four major themes: enhancement of protected area management, patrolling, and enforcement; increasing participation of local residents and other stakeholders in the conservation of the park’s natural resources, implementing best practice monitoring strategies for the area, and habitat improvement and prey augmentation to reboot the ungulates population.

The primary responsibility includes tiger and wildlife monitoring, research field work, tiger and prey database, habitat improvement, prey augmentation, technical training and workshop, and development of presentation/technical report/proposal on results of project as well as other relevant in Khlong Wang Chao National Park and other areas in Upper Western Forest Complex and related areas.

 

III.          Major Responsibilities         

A.           Action Plan Development and Implementation   

●       Support the tiger and wildlife research and monitoring

●       Research field work including tiger and prey survey

●       Take care the tiger database and exchange results with partners such as DNP

●       Oversee and support ranger capacity building and patrolling, as well as manage the   patrol database and provide rangers with technical assistance

●       Habitat improvement and prey augmentation

●       Coordinate logistics with protected area staffs

●       Maintain research equipment

●       Assist in the development and implementation of the project’s research and survey, technical training and workshop

B.           Work plan Development and Implementation     

●       Confer with the Project Manager and counterparts and to develop monthly, six month, and annual work plans based on the project budget and project year work plan 

●       Monitor progress against activity work plan to ensure that the project attains its objectives as cost-effectively and efficiently as possible  

C.           Overall Management     

●       Provide logistical and technical support as required for successful achievement of project objectives and activities 

●       Coordinate closely with all key stakeholders (national and international organisations) to ensure the smooth implementation of project activities and create synergy and cooperation between projects  

●       Assist with donors and VIP visit to project sites and coordinate and organize in-country and international study tours and field visits            

●       Frequently travel to existing project areas and related sites

●       Perform administrative tasks such as support logistics (e.g. procurement of field equipment, visits, travels, etc.) for the project, provide translation and interpretation when required, set-up project filling system to be applied and followed by all project staff             

●       Develop and maintain database of all technical reports, presentation, maps, data and information, pictures produced by the project as well as list of organizations and companies working in related fields, related products, etc.     

●       Meet regularly with government counterparts, establish and convene regular meetings of the project steering committee              

●       Develop and maintain effective contacts with a wide range of external contacts with organizations and individuals who can assist in the conservation activities     

●       Develop network of project collaborators and agents for implementation, from local sources and provincial/district offices

D.           Communications             

●     Liaise and introduce activities to the donor and other interested groups, both public and private sector, inside and outside WWF   

●     Raise awareness among public sector institutions and regulatory bodies concerning the project and its objectives      

●     In collaboration with the Communications Manager / Officer, develop press release/conference on results of project and expansion possibilities  

●     Provide inputs to communications products/campaigns to ensure accurate information will be published to promote the image of the organisation and project activities      

E.            People Management      

●     Work with the Project Manager and counterpart on the capacity building of key counterparts            

F.            Issue Resolutions            

●     Provide advisory and technical guidance to managers, staff, counterparts, and consultants on all aspects related to the project when required          

●     Compile all project related documentation and communication material and provide brief             

G.           Monitoring and Evaluation, Reporting    

●     Assist in the preparation of six-monthly progress reports to monitor all technical, financial and administrative aspects on the utilisation and impact of all resources made available to the project        

●     Disseminate the technical report among the public sector institutions and regulatory bodies    

This TOR covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to project/organizational needs.

 

IV. Working Relationships

1.    Internal                      

●     WWF Thailand: Interact on a regular basis with Conservation Programme Manager, Landscape Manager, Project Technical Advisors, project staff, finance staff and Project Managers of similar projects.

●     WWF Network: Coordinate and consult with related project focal person

2.    External  

●     Interact with donors, Government agencies at the central, provincial, district, and commune levels, as well as NGO partners, communities, and other stakeholders

 

V. Requirements

1.            Education and Qualification

●     Bachelor or Master degree in conservation, forestry, natural resource management, bioregional planning, environmental, or in relevant fields

●     Qualification in Project field work and coordinator with key partners

2.            Knowledge

●     Knowledge of conservation and natural resource management issues in Thailand

●     Proven understanding of issues in related fields and working knowledge of policy/institutional context in wildlife conservation in Thailand

●     Knowledge of the realities of government agencies, development partners, donor institutions, and the not-for-profit sector in the project

3.            Experience

●     3 years or more of practical experience in conducting studies and coordinating research activities, is an advantage

●     Experience of working in Thailand especially in the project areas, is an advantage

●     Experience of working with Government officials, local communities and/or donors at all levels

●     Experience in conducting studies and coordinating research and training activities

●     Diplomatic and networking skills, and proven capability to work well with government counterparts and key stakeholders
