Junior Accountant

Statement of Work / Position Description

Junior Accountant

Background

 

On 24 November 2021, Tetra Tech ARD was awarded the USAID-funded Sustainable Fish in Asia Technical Support (USAID SuFiA TS) Activity contract to address critical threats to the Indo-Pacific region’s marine biodiversity and maritime security, including illegal, unregulated, and unreported (IUU) fishing, to be implemented from activity regional office in Bangkok, Thailand. This is a four-year activity ending in November 2025.

 

Responsibilities

 

Under the direct supervision of the Director Administration and Finance (DAF) and working in close collaboration with the Administration and Finance Specialist (AFS), the Junior Accountant (JA) is responsible for the performance of administration, finance and procurement, and general services duties and tasks in direct support of the SuFiA TS Bangkok Office administration and finance unit and program activities and events.

 

Effective organizational skills and the ability to establish priorities, plan, coordinate, and monitor own work are essential to the performance of staff in this position; in addition to familiarity with relevant administrative, accounting, financial, procurement, and human resource operations rules, regulations, policies, and practices acquired from referencing applicable written policies, procedures, and regulations.

 

Ability to work well within a team setting a commitment to continuous learning, to take initiative, and a willingness to acquire new skills from direct instruction and own training in the performance of regular tasks and duties and new assignments as they arise are required; in addition to the ability to work comfortably and efficiently in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

 

The JA must have the ability to write clearly and concisely, and to provide informative detailed oral explanations directly to project staff, vendors, suppliers, consultants, subcontractors, and others served by the project. Patience, diplomacy, and a willingness to listen and respect others will be required at all times.

 

Principal Duties and Tasks

 

Accounting

 

  • Record all financial transactions in ARD QuickBooks and Salesforce and ensure accurate bookkeeping and proper supporting documentation in compliance with Tetra Tech and USAID policies and procedures;
  • Receive, review, and verify vendor invoices for DAF approval of payment processing; deliver vendor check payments;
  • Manage project petty cash fund and reports in compliance with Tetra Tech policies;
  • Liaise with bank and other official administration and finance entities as needed;
  • Assist the DAF in the performance of the following tasks:
    • Preparation of ARD monthly financial reconciliation, month end close, and monthly financial reports;
    • Review activity budget submissions;
    • Review expense report submissions;
    • Review monthly invoice submissions;
    • Preparation of Travel Advance Request.
  • Assist the AFS in the performance of the following tasks:
    • Activity meeting/workshop budgets and summary activity meeting/workshop expenditure reports;
    • Activity meeting/workshop M&IE and other relevant reimbursement payments to participants with summary reports;
    • Payments to vendors including withholding tax deductions as required by Thailand Revenue Department rules and regulations.

 

Administration

 

  • Collaborate directly with the AFS in the following:
    • Organizing activity meetings, conferences, workshops, seminars, and other activity gatherings in coordination with activity technical staff and subcontractors; including space reservations, travel, transport, and remittance of payments to vendors, suppliers, service providers, and participants as applicable.
  • Coordinate printing and reproduction services for reports, training materials, business cards, brochures, and similar items, identifying qualified service providers;
  • Identify office furnishings, clerical supply, and equipment vendors;
  • Dispatch and receive courier shipments; deliver and route messages and other correspondence to project staff;
  • Make flight and lodging reservations and bookings and vehicle rentals for official travel conducted by the COP, DCOP, and/or RETT team members;
  • Manage meeting room reservation, scheduling, and set up office conference room for meetings.
  • Solicit quotations for the procurement of goods and services;

 

Human Resource

 

  • Prepare and maintain new employee registration reports and employee leave records;
  • Maintain digital and paper files for staff timesheets, leave records, and personal files.

 

Other duties as may be assigned, including the performance of designated tasks during the absence of the AFS.

 

Skills and Qualifications (Minimum Requirements)

 

  • Thai National
  • Bachelor’s degree in Accounting;
  • At least two years of experience in a similar position providing administration and finance support;
  • Intermediate proficiency in English reading and speaking, with ability to write clearly,
  • Intermediate to advance level of proficiency in use of Microsoft Office,
  • Capable of performing principal duties and responsibilities with minimal to no direct supervision,
  • Possess tact, integrity, and ability to work under pressure; flexible and adaptable to changing circumstances and conditions.
