STRUCTURAL ASSIGNMENT

Unencounterable scientific referent on the major development challenges and multidisciplinary body internationally recognized , the Research Institute for Development is a French public establishment placed under the dual supervision of the Ministry in charge of higher education, research and innovation and that of Europe and foreign affairs. For more than 75 years, IRD has carried out an original approach to research, expertise, training and knowledge sharing for the benefit of territories and countries that make science and innovation one of the first levers of their development. Nearly 40% of the Institute's staff are posted abroad and overseas.

IRD Representation of Thailand: IRD develops interdisciplinary research projects with its Thai partners on a local or regional scale. Its objective is to co-construct sustainable scientific activities in order to improve the acquisition of knowledge on the Thai territory. In collaboration with its partners, the Representation also trains students and young researchers.

Division of Tuberculosis – Ministry of Public Health: The Division of Tuberculosis (DTB) is part of the larger Department of Disease Control (DDC) of the Ministry of Public Health (MOPH) in Thailand. DTB is the organization that has authority as National Tuberculosis Program (NTP) and it has many partnerships with international agencies such as The Union, Stop TB partnership and WHO to support TB diagnosis and treatment of patients (including vulnerable populations (i.e. PLHIVs, children, elderlies, migrants). DTB has a substantial experience and technical expertise on TB control strategies in international and domestic populations in the following areas: strategy and evaluation, innovations, TB prevention and control, TB service delivery, laboratory, TB drug delivery, epidemiology and communication. DTB is responsible for drafting recommendation guidelines in all aspects related to diagnostic, treatment and prevention of TB in Thailand.

The Project: The CaPThai study (Strategic TB Case-Finding, Treatment and Prevention Public Health Pack in Thailand) is an intervention study coordinated by the Institut de Recherche pour le Développement (IRD, France) in collaboration with the Division of TB (DTB) of the Ministry of Public Health, Thailand, the TB/HIV Research Foundation, Thailand and the London School of Hygiene and Tropical Medicine, UK. The objective of the study is to test an intervention combining active case-finding, treatment and prevention of TB amongst household contacts of newly diagnosed TB cases in Thailand. It is a Stepped-Wedge Cluster Randomised Trial that will take place in 20 provincial hospitals, funded by the French Government (Expertise France).

JOB DESCRIPTION

Mission              The appointed Finance and Account Officer will be supporting the Division of TB (DTB) in the financial and budgetary procedures of the study in Thailand and the IRD representative in Thailand.

Activities       

- Monitor the budget and financial aspects of the project in accordance with the rules of accounting;

- Ensure the consistency of the expressions of monthly needs submitted by the DTB;

- Ensure the consistency of the various purchases inherent in the project carried out by the DTB;

- Ensure the consistency of the statements relating to the payment of project taxes;

- Collect and classify all accounting and administrative documents relating to expenditures;

- Prepare the financial report / monthly expenditure statement(s) of the project for approval by the Principal Investigator, the Coordinator and the Project Manager;

- Establish the semi-annual and annual financial report of the project and send it with the supporting documents to the Project Coordination in France: IRD – Délégation Occitanie, Montpellier, France.

 

Skills                   Highly motivated; 2+ years’ experience in finance, administration and computability; Excellent knowledge of spoken, read and written English (at least B2 level).

PROFILE REQUIRED

Education          Finance-Management, preferentially with training in public health (Bachelor/Master level).

Abilities             High sense of organisation and Teamwork and high sense of responsibility.

Job environment This is a 2-year position, based at IRD Representation Office and the Division of TB in Bangkok.

Salary based on experience between 15 000 and 20 000 Baht monthly with a 13th month bonus, plus provision of Health Insurance. Working conditions (prolonged standing, carrying documents).
