Young Health Programme Thailand

Translation of Global Peer Education Curriculum

• I. Introduction

Non-communicable diseases (NCDs) are a major challenge to global health and development; they account for 71% of all deaths, including 15 million premature deaths (between 30 – 70 years old)[1].  The five main NCDs are cancer, cardiovascular diseases, chronic respiratory diseases, diabetes, and mental health.  The five main contributing risk factors are tobacco use, harmful use of alcohol, diet, physical inactivity and air pollution.  The World Health Organization (WHO) estimates that by 2025 almost 10 million premature deaths from NCDs can be prevented through decisive government action. 

Young people aged 10-24 make up 24% of the world’s population, 32% in the least developed regions and the period of adolescence (10-19) in particular is pivotal in reducing NCDs and maximising health across all stages of life.

According to the WHO, NCDs in Thailand are estimated to account for 74% of all deaths, with a 14% risk of premature death between 30-70 years. Of all deaths in Thailand, cardiovascular diseases and cancers are the most prevalent causes, accounting for 23% and 18% respectively.  There is significant political will to address this challenges; the five-year National NCDs Prevention and Control Strategic and Action Plan (2017-2021) has clear goals and strategies that align with the WHO’s Global Action Plan for the Prevention and Control of NCDs 2013 – 2020 as well as Thailand’s broader national development and health plans.  In August 2018, a Joint Programming Mission of the United Nations Interagency Task Force (UNIATF) on the Prevention and Control of NCDs was conducted at the invitation of the Government of Thailand.  Thailand also supports universal healthcare via its ambitious Universal Coverage Scheme, introduced in 2001.

2. Background

Plan International has been implementing the Young Health Programme (YHP), which is a global initiative that supports and promotes the health and wellbeing of young people (aged 10 – 24), in marginalised communities worldwide through research, advocacy and on-the-ground programmes.  The YHP focuses on the prevention of non-communicable diseases and has since 2010 been implemented in Zambia, Brazil, India, Kenya, Vietnam, Myanmar and Indonesia. In July 2019 Plan International expanded the global YHP to the greater Bangkok area in Thailand where NCDs pose a significant threat.  The YHP in Thailand will be implemented in seven districts of Bangkok for a period of five years, ending June 2024.

The programme will tackle the significant threat of NCDs in Thailand by addressing the practice of the 5 official NCD risk factors which are tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution. Plan International takes a holistic approach to working with young people in which gender equality, Sexual and Reproductive Health and Rights (SRHR) and mental health will be mainstreamed throughout the programme. The programme will be implemented through four inter-related objectives including the empowerment of young people through peer education, community mobilization, health service strengthening and advocacy.

The YHP has been developing a generic global peer education manual in order to maximize efficiency, quality and consistency.  It can be tailored to country-specific contexts by the YHP country teams.  This manual will be used to both train peer educators and for the trained peer educators to deliver sessions to their peers.   

3. Tasks

Plan International Thailand is seeking a consultant who is a professional translator to translate the generic global YHP peer education manual from English into Thai language.  The Consultant must incorporate and address all comments made by Plan International into the draft before finalization and submission.  The Consultant will be responsible for proofreading and editing.  This generic global YHP peer education manual comprises of 14 sections including:

6. Qualification

1. At least Bachelor’s Degree in Liberal Arts, English and/or other related field.  Undergraduate in translation and/or study a relevant course with a certificate from Chartered Institute of Linguists (CIOL) or certified Educational Institution is preferable. If there is no relevant qualifications but possess a proven record of excellent language skills is welcome.
2. Proven experience in translation of training curriculum and/or pedagogic manual from English into Thai language, in particular the translation of documents in the field of health & NCDs is an advantage.
3. At least 5 years of proven experience in translation.

7. How to apply
