Resource Mobilization - Campaign and Fund Raising Activities

Purpose of consultancy:

In the absence of full time staff for Resource Mobilization and Partnership, the consultant is hired to continue planned strategy and actions for 2019 Resource Mobilization and Partnership in order to deliver results as planned. The purpose of this consultancy is proactively keep the country programme updated on current political and social environment and trends in Thailand in terms of their ability to affect the development of right-based reproductive health and population policies programmes in the country.


In line with this, the consultancy is expected to seek opportunity for resource mobilization organisations and increase resources from any possible sources as guided by UNFPA resource mobilization tool book. Resources are expected to increase from public, private, governments, and potential donors with interest to join efforts to maximize the delivery and impact of the UNFPA 11th Country programme especially South-South Cooperation initiatives, and Adolescent and Youth.

Scope of work:


(Description of services, activities, or outputs)

Scope: The consultant will work under close supervision of National Programme Officer, under the strategic guideline of the Country Director for Thailand Country Office, and occasionally technical guidance of Regional Advisor for Resource Mobilization and Partnership. In this relation, the consultant needs to be part of Country Team especially close collaboration with programme and the support management also s/he will need to work closely with consultant for Partnership.


The consultant is assigned for “Resource Mobilization Campaign and Activities” and expected to deliver as addressed in specific described services and activities given below.


Services: Support country team on Resource Mobilization initiatives to deliver results for outputs 1 (Adolescent and Youth) and output 3 (South-South Cooperation) as indicated in the current County Programme Development, Cycle 11th (CPD 11th)



1. Fund raising campaign and activities plan with clear strategies and actions

2. All planned fund raising campaign and activities implemented

3. Resources (with the amount of in kind and in cash together at least USD 30,000) raised through campaigned and activities



·        Collectively gather ideas and design fund raising campaign and activities using themes on “Leave No One Behind” and using case of Young People with Disability as vulnerable young people to be invested on by public. “Empower Young People with Disability with Basic Life Skills” “My Body, My Choice –Power of Choice” Choice not Chance” Choice with no Right is not a Choice”

·        Develop Fund Raising Campaign Strategy with actionable implementation plan including clear marketing and communication campaign plan

·        Test and implement small-scale of designed fund raising campaign activities

·        Launch a major fund raising activity for 2019

·        Reporting on lesson learn

Duration and working schedule:

40 working days during a period of 1 March – 31 July 2019

Place where services are to be delivered:

UNFPA Thailand Country Office

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

By 30 April 2019, Fund Raising Campaign/Activities strategy designed upon approval, and tested. 

By 31 July 2019,  100% of agreed resource delivered ,1 Public Campaign around “Leave No One Behind, Empower Young People with Disability”  and 1 sponsor  according to planned campaign/ fundraising activities

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

·        Monthly meeting with supervisor and periodically Custer meeting with Country Director and Supervisor to update work progress and the review on strategy

·        Monthly progress report according agreed plan and results with supervisor

·        Based on agreed plan, presentation of work plan and progress to CO team for their update and feedback.

Supervisory arrangements:

The consultant will work under close supervision of National Programme Officer and under the strategic guideline of the Country Director.

Expected travel:

Within and outside Bangkok. Travel cost to other provinces will be provided by UNFPA in accordance with UNFPA Travel Policy. 

Required expertise, qualifications and competencies, including language requirements:

Expected qualification equivalent to NOB with the followings specific requirements:

·        Advanced university degree in marketing & communication, business administration and related areas

·        At least 2 years of progressive professional experience in fund raising for international and national development organisations either non-profit or not for profit organisations

·        Know UNFPA’s mandate and work in Thailand and global

·        Excellent English communication skills.

·        Written and oral proficiency in English and Thai is required
