The southernmost region of Thailand has been affected by violent conflict since 2004. Efforts have been made by various actors to resolve the conflict since the very beginning of the situation. UNDP undertook a development project entitled “Southern Thailand Empowerment and Participation” in collaboration with RTG through Prince of Songkla University and SBPAC in 2010. With the nearing completion of Phase I, STEP is now entering Phase II, in which UNDP will draw upon its comparative advantage from the achievements and experiences of the last phase as well as its expertise at the corporate level in building resilience within fragile communities. Project implementation in Phase II will be mainly in response to the current situation in the south. The project will be carried out in closer collaboration with partners in local areas including with RTG agencies, NGOs and academic institutes. The project is aligned with the current RTG development strategies and aims to support the implementation of UNDP strategic plan 2014-2017.The project is implemented in partnership with Prince of Songkla University and several other organizations, RTG, NGOS and academic institutes.
The objective of this project is “to foster a resilient society in the southern border provinces of Thailand through expanding participatory planning and sustainable livelihood activities (commenced in STEP Phase I), a holistic approach to justice, and progress towards [a] peaceful society.” STEP Phase II will integrate knowledge, best practices and lessons learned from STEP Phase I in the context of the evolving situation in the south, filling development gaps that have not been addressed by local actors such as NGOs or local authorities. This project is therefore a part of the third area of UNDP’s work on resilience-building. In Thailand’s development context the project aims to achieve the following three development outcomes:
• Inclusive participation of all peace networks and local stakeholders gain knowledge about the peace building process through constructive dialogues and other peaceful resolution mechanisms.
• Vulnerable groups gain access to effective legal services and receive quality legal protection from the key duty bearers.
• Communities and populations in need are equipped with skills and resources to successfully establish and manage community development initiatives based on locally appropriate and sustainable practices that contribute to improved human security and social cohesion.
The Project Manager will work under the supervision of the Programme Specialist/
Governance & Social Advocacy Team Leader and has the authority to run the project on a day-to-day basis on behalf of the Project Board within the constraints laid down by the Board and UNDP. The project manager will lead the field teams in implementing the project outputs. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. In addition to day-to-day programme management, the project manager is required to keep abreast of information and analyses in order to provide good strategic advices for UNDP and counterparts on the development situation. The duty station of the project manager will be both in Bangkok and Hat Yai. Frequent travel within the region is required. The project manager is expected to lead and supervise field team officers.
Summary of key functions
• Providing advocacy, coordination and top quality of project-related advisory service for UNDP programme and its counterparts in Southern Thailand.
• Ensuring strategic direction through annual work plans and other field monitoring plans in executing the southern Thailand programme.
• Executing the programme strategies and managing its outputs.
• Leading the field teams and monitoring the sub-projects implementation.
• Preparing progress reports, technical reports, situation reports and ensuring the smooth project closing as well as auditing process.
Details of the key functions
1. As part of the Governance and Social Advocacy team members, provides advocacy, coordination and top quality of project-related advisory service for UNDP programme and its counterparts in Southern Thailand. The key function will include the following tasks:
• Keeping abreast of information and updated analyses on the development situation in five southern border provinces.
• Providing strategic advice to counterparts on programme implementation and peace outcomes.
• Advising UNDP and counterparts on project risk management and providing updated information to ensure maximum safety and risk reduction.
• Supporting the Governance and Social Advocacy Team Leader in preparing the ground information and identifying entry points for resource mobilization.
• Coordinating effectively for development advocacy, taking into account of on-going conflict situation and politicalsensitvity.
• Ensuring continuous good amity and close collaboration of the field team members with all partners and stake holders.
• Ensuring the coordination of activities carried out by different counterparts to achieve the project objectives.
• Providing strategies for communication and advocacy of the project results.
• Setting up a mechanism and administering small grants for sub-projects.
• Ensuring effective implementation of advocacy plans through forums, workshops, seminars, or policy dialogues ondevelopment options.
2. Ensure the achievement of strategic direction through formulation of annual work plans and other field monitoring plans in executing the southern Thailand programme with the detailed functions including:
• Effective application of RBM tools, establishment of management targets (BSC) for the achievement of project results.
• Designing and formulation of annual work plans, advocacy plans, risk management plans and field project monitoring plans.
• Organizing joint planning meeting involving UNDP, implementing agencies, and other relevant parties to develop annual and quarterly work plans and corresponding budget plans with clearly stated milestones contributing to the achievement of target outputs defined in the Project Document and obtaining approval from the Project Board and UNDP.
• Providing inputs for the Implementing Partner and UNDP on revisions to work plans and budget plans based on the operational and strategic considerations.
• Consolidating and synergizing proposals of project partners and beneficiaries with the project annual work plan and targets, providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes.
3. Execute the programme plans and managing its inputs focusing on achievement
• Mobilizing competent national and international experts needed.
• Preparing Terms of Reference (ToRs) for required inputs (individual and institutional consultancy services, the procurement of goods, organization of training, seminars, etc.), with expert technical support as required.
• Leading the project field teams and analyze the performance of consultants in delivering individual outputs as described in their ToR under the sub-projects.
• Following-up and ensuring that required inputs are processed in a timely and transparent manner and attest to the timeliness of submissions and the quality of goods and services procured for the project.
• Providing inputs by analyzing project resource requirements if there is a need for budget adjustments and possible revisions.
4. Leading the field teams in monitoring the sub-projects implementation with the detailed functions including:
• Monitoring project progress against annual and quarterly work plans and budget plans.
• Monitoring and providing inputs for the assessment of activities implemented by project partners.
• Liaising with the Implementing Agency and UNDP on the conduct of project evaluation and ensure access for the evaluators to project documentation, personnel and institutions involved in the project.
• Preparing project progress reports (quarterly and annual / financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project.
• Establish and maintain a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements.
• Liaise with UNDP on the conduct of the project audit and ensure access by auditors to project documentation, personnel and institutions involved in the project; and,
• Ensure that the implementing partners and the Project Management Office are complied with audit recommendations.
5. Preparing progress reports, technical reports, situation reports and ensuring smooth project closing.
• Preparing top quality monthly situation reports including any other technical reports as required by UNDP.
• Preparing progress reports on a quarterly basis.
• Prepare final CDR/FACE for signature by UNDP and the Implementing Partner Monitoring project progress against annual and quarterly work plans and budget plans.
• Prepare the final project report, with an analysis of progress towards expected results as defined in the Project Document and subsequent work plans and budgets.
• Assist the Programme Specialist/Governance & Social Advocacy Team Leader in closing projects operationally and financially in accordance with established rules and regulations of UNDP and in close coordination with implementing Agencies.
• Prepare Final Project Review Reports to be submitted to the Project Board and the Outcome Board.
• Together with UNDP, organize the final project review meeting.
• Identify follow-on actions and submit them for consideration to the Project Board.
• Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries.

Sharing knowledge across the organization and building a culture of knowledge sharing and learning. Promoting learning and knowledge management/sharing is the responsibility of each staff member.
• Thai National with Master’s Degree or equivalent in Social Sciences, Political Science, Public Management, Legal Studies, International Development or a related field. A degree with specialization in peace studies, gender, human rights, or local governance is an advantage.
• Minimum 7 years of relevant experience at the national or international level in development areas, a minimum 5 years of which is dealing with project management, preferably in conflict-affected areas;
• Proven experience in providing management advisory services, hands-on experience in the design, implementation and monitoring and evaluation of development projects;
• Demonstrated knowledge and experience in working on development issues in conflict or underserved areas;
• Familiarity with the UNDP system, rules and procedures is an advantage; and,
• Experience in the usage of computers and office software packages and in handling of web-based management systems.
• Fluency in written and spoken English and Thai is required;
• Ability to speak the local dialect (Yawi) would be an advantage
