
Role Purpose:
The Senior Medical Technologist (Senior Med-Tech) is to provide information on RRTTPR services focusing on diagnosis, testing and treatment of HIV, TB HCV and related diseases to Raks Thai’s program staff and partners. The role is also included supporting setting up, development, oversight management and monitoring the operation of community health service centers (CHSC) under Raks Thai’s program to achieve their performances and result in valuable experiences in community diagnosis-testing-treatment through community-based organization.
Note: CHSC is included drop-in center (DiC), key population led health services center (KPLHS), and research study center (RSC) of Raks Thai’s Program.
Key Accountabilities:
- Lead on development, implementation and monitoring, including qualitative and quantitative data collection and analysis for performance reporting of CHSC or research study that are relevant to clinical and/or laboratory activities.
- Lead new and on-going development, and updating clinical and/or laboratory standard protocols or Standard Operating Procedures (SOPs) to enable all CHSC meet requirement of to collect, aggregate and analyse data, and prepare reports that meet standard procedures and requirements of their own organizations, Raks Thai, Thai government (e.g. MOPH, FDA) and international practices.
- Administer contracts and budget of the assigned programs related to clinical trial and operational research to ensure various program funding mechanism standards, rules and regulations are followed according to donors’ expectation.
- Support program management team to provide technical information and training on RRTTPR tailored to key populations.
- Oversee management and monitoring all aspects of the CHSC, including strategic planning, initial setting, SOPs’ development, budget negotiation, quality assurance and inspection, essential documents preparation and updating, and data analysis.
- Provide technical assistance to Raks Thai’s program sites’ and partners’ staff to achieve daily smooth running of CHSC, and ensure all implementation aspects conducted professionally and met standard procedures and requirements at all the time
- Study management of vendor and technical partners supplied pharmaceutical and health products, including agreement negotiations, activity coordination and timely deliver to program sites, and assist commodity and inventory management section in inventory management, quality assurance, and documentation incidents related to use of pharmaceutical and health products procured by Raks Thai, and maintain quality control, calibration, and routine maintenance of all clinical and/or lab diagnostic-testing instrument.
- Ensure data collection and management systems are in place, accurate, maintained at all community health service centers, and analysis and performance reports generating by their staff are timely submitted and verified before submission.
- Organize and actively participating in meetings, trainings, monitoring and QA/QI visiting.
- Collaborate with local, national and international partners, stakeholders, consultants, donors, is feasibilities.
- Represent the Foundation in conference, meeting and any public events.
- Any other duties as assigned by Program Manager / Program Quality Director.
Person Specifications:
- Able to handle multiple tasks by establishing priorities whilst handling frequent interruptions, deadline, available resources and multiple reporting relationship.
- Excellent ability in medical technology, clinical and/or lab setting, preferably HIV, TB and HCV diagnosis and testing.
- Experiences in working with community-based organization and NGO in health services.
- Excellent communication skills (written and oral in both Thai and English): sensitivity to and responsiveness to all partners, respectful, adaptable and helpful relationship with project staff and partners.
- Strong problem-solving skills with being resourceful.
- High integrity / ethics, and work well with diversity and team.
- Good general health and no color blindness*
Education and Experiences:
- Master’s degree in Biomedical science, Medical Laboratory Science or health related field.
- Minimum 5 years clinical laboratory experience is preferred.
