Position Title: Senior MEL Officer

Pact is recruiting a Senior Monitoring, Evaluation and Learning (MEL) Officer for USAID Green Invest Asia, which aims to reduce greenhouse gas emissions by catalyzing private finance to upscale and drive investment in the agriculture, forestry, and other land-use sector toward low-emission yet profitable business models. The project supports countries in Asia to scale-up low-emission land management best practices through development of a pipeline of investible projects and businesses in the sustainable landscapes sector, increased private sector investments into sustainable, low-emissions land management businesses, and improved capacity of sustainable landscapes stakeholders.
The Senior MEL Officer will provide overall leadership and oversight for project MEL. They will manage the project’s Performance Monitoring and Evaluation Plan, develop and continue the implementation of relevant M&E tools, and provide technical training and guidance to the project team and partners on relevant M&E tools and processes. They will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID. This position will report directly to the Chief of Party.
Monitoring and updating of project progress and achievements, including but not limited to:
Manage the tracking of progress against the project Performance Monitoring and Evaluation Plan.
Support project events through developing and analyzing pre/post event surveys
Develop and manage strong M&E data collection and analysis systems to ensure that program interventions are effective.
Lead and maintain Salesforce, the knowledge management system for the project, across all project components and partners.
Designing and conducting assessments as needed, such as documenting systemic change in the finance/banking sector and increase of low carbon pathways through sustainable sourcing;
Documentation of case studies and learning from the project;
Supporting project evaluation in coordination with USAID;
Enhancing team and partner capacity on MEL through specific technical training, mentoring, and coaching;
Preparing quarterly and annual reports for USAID and occasional reports for Pact in close collaboration with team members;
Support program staff and senior management to use data to make informed and timely decisions related to program implementation.
Work closely with communications team for development of assessments, case studies, success stories and other materials that convey project progress and lessons learned
Perform other duties as assigned.
Minimum of 6 years of work experience managing data-intensive programs in designing, monitoring, and evaluation methodologies, using online and offline tools.
Significant experience with qualitative and quantitative data collection and analysis methods, including tracking outcome indicators.
Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming
Advanced degree in international development, natural resource management, or relevant degree
Prior experience in greenhouse gas emissions metrics and/or with climate change programs.
Expertise in process tracing and/or methodologies for measuring and assessing systemic change
Prior experience with USAID or other donor-funded activity
Prior experience working on programs in relevant areas such as sustainable natural resource management, sustainable landscapes, agriculture, private sector investment or related field
