Internews is implementing Champions for Change to Achieve Safer Road Use in Thailand Project supported by International Federation of Red Cross and Red Crescent (IFRC) Societies and the Global Road Safety Partnership (GRSP). This project aims to promote the role of media in amplifying critical messaging related to road safety advocacy to make roads safer in Thailand.

Internews is seeking firms to conduct media monitoring on road safety and related issues in Thailand to understand media coverage around road safety and related issues through specialized analysis on the different roles of major stakeholders around the topic. 

 

  1. Purpose of the consultancy

To collect road safety related content of print, broadcast and online media in Thailand on a daily basis and provide monthly data and analysis of findings during June-November 2019.. This will help shape future communication and engagement strategies.

 

  1. Specific objectives
  • Evaluate the extent to which road safety was covered by news media and whether that coverage treated it as a significant national risk by the media, local authorities and government
  • To determine whether law or regulations on road safety were well perceived
  • To identify any emerging issues relating to road safety

 

  1. Scope of responsibilities

Key responsibilities

  • Track and report daily coverage of road safety and related issues across all radio, television, online sites and print media from 15th July to 30th November 2019
  • Sort and organize news clippings by geographic region, type of outlet or topic of the news coverage
  • Provide monthly analysis and interpretation on road safety and related issues coverage in the media with focus on key agreed keywords around the topic of road safety
  • Include parameters such as; frequency of reporting, prominence/ quality of the reporting, tonality of the coverage, sources and other stakeholder involvement
  • Daily monitoring reports in Thai and English will be delivered to coalition provided by Internews via email by 10.00am GMT+7 each day
  • Monthly analysis reports in Thai and English will be delivered to coalition provided by Internews via email by the 10thday of following month
  • Final report must be summited by 15 December, 2019.

 

  1. Implementation Principles
  • The selected monitoring company and its staff is expected to coordinate with other national or international organizations
  • The selected monitoring company shall work be overseen by the Internews Team and work in close cooperation with them to achieve stated objectives.

 

  1. Methodology for the Media Monitoring

The media monitoring on road safety and related issues in Thailand will be conducted through both quantitative and qualitative content analysis methodology. Quantitative content analysis will collect data about media content and qualitative content analysis will examine the relationship between the text and its likely audience meaning.

  1. Scope of Price Proposal and Schedule of Payments

The selected monitoring company shall be paid upon completion of the following milestones

  • 40 % after adoption of the inception report
  • 40% after approval of August report
  • 20% after the approval of the final report

 

  1. Qualification

An international or local company with the following expertise and qualifications:

  • Proven experience of media monitoring coverage including the use of software
  • Experience in analyzing and interpreting media monitoring data
  1. For an international company, presence of a local consultant in the team is a requirement.

Interested companies should apply by presenting the following documents:

  • Letter of expression of Interest.
  • Brief description of why the company considers itself as the most suitable for the assignment and a methodology, on how they will approach and complete the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a

breakdown of costs. 

 

  1. Selection Criteria

Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:

The offer will be evaluated by using the Best value for money approach (combined scoring method).

Technical proposal will be evaluated on 70%. Whereas the financial one will be evaluated on 30%.
