The Adolescent Development Officer reports to the Chief of Section or Specialist for supervision. The Officer provides professional technical, operational and administrative assistance throughout the programming process to support the integration of adolescent development and participation in programmes/projects within the Country Programme. The Officer is responsible for preparing, executing, managing and implementing a variety of technical and administrative programme tasks to support the development and formulation of the adolescent development and participation programmes/projects within the Country Programme.

 

Major Responsibilities

  1. Support to programme development and planning
  • Contribute to updating the situation analysis by conducting assessments to establish evidence-based data for UNICEF advocacy and development of policies, frameworks and programmes to promote adolescent development and participation in the country and for monitoring results on related programmes/projects.
  • Contribute to the development/establishment of adolescent development and participation programme goals, objectives, strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.
  • Prepare required programme documentations/materials/data to facilitate the programme review and approval process for all activities related to Adolescents and young people’s participation.

 

  1. Programme management, monitoring and delivery of results
  • Work closely and collaboratively with colleagues and partners to discuss adolescent development and participation operational and implementation issues; provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on adolescent development and participation and report on required action/interventions at the higher level of programme management.
  • Strengthen M&E of Young People Participation and Engagement to track tangible results for participation.
  • Monitor and report on the use of adolescent and young people’s participation programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Lead and be responsible for system strengthening at national level and within UNICEF to ensure active contribution of adolescents and young people in all stages of decisions making.
  • Prepare regular/mandated relevant programme/project reports for management, donors and partners to keep them informed of programme progress.

 

  1. Technical and operational support to programme implementation
  • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on adolescent  and young people’s participation related issues to support programme implementation, operations and delivery of results.
  • Evidence generation, integrating right to participation, technical assistance leading to changes in policies, decrees and/or improved financial allocations on plans that address young people’s needs in the country for their meaningful participation.

 

  1. Networking and partnership building
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programmes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the adolescent development and participation programmes are adequately resourced and supported.
  • Lead participation program within CO by coordinating with all sectors and with inter agency partners/UN agencies.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of adolescent development and participation programmes/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

 

  1. Innovation, knowledge management and capacity building
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Build national expertise, systems and modes for adolescent and young people’s participation up to the levels of collaborative participation and adolescent-led participation, especially for vulnerable and unreached.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

 

Qualifications of Successful Candidate

  • An advanced University Degree in anthropology, psychology, sociology, education or another relevant technical field.

**A first University Degree in a relevant field combined with 3 years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of two years of professional experience in social development planning and management in adolescent development related areas is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.
  • Thai Nationality.
  • Proficient in Microsoft Office applications including Word, Excel, and PowerPoint.
  • Proven ability to manage complex projects and a track record of success.
  • Ability to work effectively and harmoniously in an international multicultural environment.
  • Ability to work independently and as a part of a team.
  • Good analytical, organizational, communication skills.
  • Proven ability to conceptualize, plan and execute ideas.

The office recognizes the strategic mission of the Information Communication Technology Division (ICTD) which is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative, technology-enabled solutions for better outcomes for children. Under the direct supervision of the ICT Officer on daily work and technical oversight of the Innovation Officer on programme projects, the Technology for Development (T4D) Associate assists Country Office (CO) and Regional Office (RO) with the identification, assessment and implementation of ICT components into UNICEF programmes which includes but not limited to managing T4D related projects, engaging with key partners, identifying potential technology available in the market locally, building internal capacity, scaling up and rolling out technology-enabled programme initiatives .

More specifically, the incumbent will mainly be accountable for the support of the T4D programme initiatives in Bangkok Offices (CO and RO) as well as related end-user support, ensuring effective/efficient support of innovative solutions to programme initiatives during the stages of innovation/formulation of idea, implementation / operationalization, scale-up and maintenance. The IT4D Associate is responsible for implementing various business support activities focusing T4D innovations in close coordination with the RO, HQ, vendors, service-providers and partners from inside and outside the organization.  The responsibilities include formulating/maintaining IT4D workplan, its implementation, reporting and relevant documentation including ensuring continued support to the partners during emergency is tested on regular basis.

 

Major Responsibilities

  1. Timely and effective support is provided on improvement of ICT services for innovative use of technology in programme interventions.
  • Assists the supervisor in participation in programme discussions to leverage his/her technical skill to identify opportunities for innovative use of technology in programme initiatives.
  • Works closely with relevant colleagues and stakeholders internally and externally to assist in the formulation of potential digital innovation solutions for UNICEF programmes.
  • Provides support to programmes in any ICT related issues.
  • Supports project roll outs and implementation of new processes, including assisting in testing debugging and implementation of new application and systems. 
  • Assists the supervisor by collaborating with programme and communication section to identify and support improvement opportunities in programme delivery through the innovative use of technology. Propose options, assess risks, perform costs versus benefits analysis, and impacts on end-user products and services, business processes and systems.
  • Assists in providing basic information relevant to implementation of projects for the ICT4D and Innovation projects/business cases.

 

  1. Timely support Implementation strategy and T4D operations.
  • Assists the supervisor on Implementation of T4D strategies, including support assessment of T4D gaps, opportunities, standards and guidelines
  • Supports the supervisor on implementation of any T4D projects according to regional/global strategies with local context taken into consideration.

 

  1. Timely support and technical assistance provided to clients in the area of Technology for Development and work with stakeholders to on standards, procedures and partnerships for T4D projects to be adopted.
  • Assists the supervisor in providing inputs, identify and package T4D solutions by working with colleagues in programmes as well as all partners, internally and externally, for use in a wide array of programme applications.
  • Ensures effective customer support in the area of T4D by identifying the need and providing training as well as troubleshooting and ad- hoc technical assistance to the users. This involves development of an office training and support plan based upon the organizational requirements and an assessment of staff competencies and needs.
  • Analyses basic problems, identifies alternatives, tests and implement solutions once endorsed by the supervisor.
  • Under supervision of the unit head, working closely with relevant colleagues, partners and stakeholders to provide assistance in implementation any IT4D-related project.

 

  1. Support Research and knowledge management in the area of T4D
  • Collects data, undertakes analysis and prepares reports on existing initiatives and solutions.
  • Assists in Capturing lessons learnt and best practices from various programmes, documents and shares resources available.

 

  1.  Serving as T4D focal point
  • In support to the supervisor, acts as focal point of the office on T4D related matters.
  • Other duties as assigned.

 

Qualifications of Successful Candidate

  • Completion of Secondary education supplemented with formal training (at university level) in Computer Science, Business Administration or computer related certification. Bachelor’s degree in Computer Science preferred.
  • Computer literacy and ability to effectively use standard office software, tools and technologies.
  • A minimum of six years practical professional work experience in information technology, out of which 3 years in IT for project development/implementation, as well as systematic methods of troubleshooting and analytical problem solving, providing assistance to users on ICT products and services, and use of applications and diagnostic tools.
  • Practical experience with various computer platforms and applications.
  • Work experience in providing ICT support to remote field offices in developing countries an asset.
  • Work experience in emergencies.
  • In-depth technical knowledge related to software development and information systems management.
  • Experience in programme design, management and direct implementation of initiatives is strong asset
  • Experience in applying human-centered design approaches to social sector challenges is essential.
  • Fluency in English and Thai is required.  Working knowledge of another UN language an asset.
  • Practical knowledge and understanding of the followings:
    • Computer programming, software information management, data processing applications, database development, network administration, data communications, telecommunications, hardware and software installation, service management, end-user assistance, preparation of end-user documentation and manuals.
    • UNICEF Field Offices environment and use of ProMS and/or SAP.
    • Help Desk tools and processes.
    • Service Delivery processes (e.g., Incident Management, Problem Management, Configuration Management, Change Management, Release Management).
    • Service Support (e.g. Service Level Management, Availability Management, Capacity Management, Financial Management, ICT Service Continuity Management, Security Management).
    • Knowledge of ITIL standards of services support, server operating systems, active directory services, network operating systems platforms.
    • Systems roll outs and implementation in large scale ICT environment.
    • Software development methodologies.
    • Practices and principles of systems support, ICT analysis, planning, design, implementation and problem resolution.
    • Trends in information technologies and services management.
    • Knowledge and understanding of 1) UN/UNICEF ICT policies, procedures and guidelines including Information Security Policy and Standards of Electronic Conduct, 2) Financial rules and regulations, business processes and procedures, 3) UN/UNICEF Mission and system and International Code of Conduct, and 4) Observance of UNICEF Guiding Principles are asset.
