Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GIZ International Services (InS) is the company’s business department offering services to international clients such as the European Commission. We are currently looking for a Finance Manager/ Accountant to start as soon as possible and assist the Sustainable Consumption and Production Facility – SWITCH Asia II Team in Bangkok, Thailand.

 

Finance Manager/ Accountant

The SWITCH-Asia II project is an EU funded project in 24 Asian-regional countries, covering Central, South and Southeast Asia, implemented by the consortium of GIZ, Adelphi and IGES. The total programme has been designed to promote sustainable production i.e. development of less polluting and more resource efficient products and sustainable consumption patterns and behavior in the Asia region, through an improved understanding and strengthened cooperation between Europe and Asia.

Responsibilities and Tasks:

The Finance Manager/ Accountant will be responsible for the financial management of the project as follows:

  • Carry out accounting
  • Prepare vouchers for book keeping and indicate their cost classification
  • Submit cash books and account balance vouchers to GIZ Office Bangkok
  • Monitor income, expenditure and the monthly bank reconciliation
  • Monitor real accounts (payables, receivables) and reports regularly to Team leader
  • Check request for funds before realization
  • Verify on cashbook vouchers
  • Check the vouchers and receipts submitted by the project/components for completeness and allocation to cost units and categories and correct these where necessary
  • Advise on financial aspects of projects / components
  • Prepare internal controls in accordance with GIZ’s internal controlling manual
  • Follow up the Third Parties Receivables (TPR)
  • Prepare and verify on the financial reports / invoices to the EU Delegation for the Incidental Expenditures in close coordination with Financial Manager in HQ
  • Support 6 monthly expenditure verification
  • Act as the main point of contact to external auditors and provide all required information
  • Provide general support to Team Leader if needed regarding tasks such as internal control planning and hosting, quarterly plan/actual comparisons, preparation of planning and prognosis, budget monitoring
  • Collate, prepare and interpret reports, budgets, accounts, commentaries and financial statements
  • File accounting documents according to EU standard
  • Undertake strategic analysis and assist with strategic planning

The Finance Manager/ Accountant will also be responsible for:

  • Processing travel claims for staff
  • Prepare participants per diems based on EU rate
  • Processing travel claims for meeting participants
  • Ensure, together with the Office-Event Manager, that the procurement process is duly followed and applied
  • Together with the Project Manager, maintain an NKE updated table on related implementation and financial status
  • Collect time sheets from key experts and non-key experts and, together with the Project Manager, review their compliance with work achieved,
  • Follow on and process, in close collaboration with the Office-Event Manager, all financial issues related to events and support material
  • Maintain general leave list of project staff, together with the Office-Event Manager
  • Undertake the project assets monitoring with at least one annual physical checking

Qualifications:

  • University Degree in Business Administration, Accounting, Finance or other relevant field
  • Minimum five years of experience in a similar position
  • Proficiency in English language
  • Able to adapt easily and to work independently while being a good team player
  • Excellent organizational skills and strong ability to meet agreed targets
  • Able to work precisely under high time pressure and workload
  • Service-oriented attitude
  • Working experience with GIZ is an asset
  • Knowledge of GIZ finance systems such as Winpaccs and Cost Control is an asset
  • Full IT proficiency (all current MS Office applications, internet)

This will be a fixed-term contract, starting as soon as possible and running until January 2022
